HomeMy WebLinkAboutCouncil Minutes 03-23-202118 The City Council of the City of Plainview met on March 23, 2021 at 6:30 p.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda. VanHoose- District 1, Larry Williams -District 2, Susan Blackerby-District 5, Evan Weiss -District 6, and Patra Moreno -District 7. Council Member Norma Juarez -District 3 and Teressa King - District 4 were absent. Staff members.present were: Jeffrey Snyder=City.Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Tim :Crosswhite-Director of Public Works, Paul Kite - Assistant Director of Utilities and Belinda Hinojosa-City Secretary. An Ordinance Amending The City Of Plainview, Texas Code Of.Ordinances Article 12 12 "Stoppiriq, Standing And Parking" By Amending Section 12 1:2.004 "Parking Stopping Or Standing Prohibited In Specified Places" As -It Relates To Parking Vehicles, Trailers And Recreational Vehicles In Certain Rights -Of -Way; Adding A Division 4 Entitled "Parking On Unpaved Surfaces" Declaring It A.:Nuisance And Declaring It Unlawful To Park A Vehicle On Certain Unpaved Or Unimproved Surfaces; Providing, For.A.Penalty Not To Exceed $500 00 For Each Offense; (Ordinance No. 21-3715 — Second Readinq) Presenter: Jeffrey Snyder, City Manager Public Comment: None 1 1 City Council Minutes March 23, 2021 Page 1 of 3 This Ordinance would amend the Code of Ordinances to address parking on unimproved/unpaved Surfaces. 19 Nancy Cox who lives at 1001 W,. gt" Street spoke in favor of Ordinance. Motion: Move to adopt Ordinance No. 21-3715 on second reading Motion by Council Member Weiss, seconded by Council :Member Moreno: Vote: 6-0. Motion carried. 6. An Ordinance Amending the City of Plainview, Texas Code of Ordinances Article 12.13, "Parking Lots and Parking Areas", By Adding a rDivision 3 Entitled "Vehicle: Sales in Parking Lots" Regulating .The Sale..of. Vehicles in Parking Lots Not Classified as or Primarily Used for Automobile/Vehicle -Sales; Providing for A Penalty Not to: Exceed $500.00 For Each Offense; (Ordinance No. 21-3716 _ Second Reading) Since this was the second of two readings, Council chose to forego staff briefing Public Comment: None Motion; ' Move to: adopt Ordinance: No. 21-3716 on second reading Motion by.Mayor Pro Tem. Blackerby, seconded by Council Member Moreno. Vote: 6-*0. Motion carried. 7. Presentation of Comprehensive Annual FinanciaLReport- Presenter: Diane Terrell, EiddeBailly The City received a clean opinion. Public Comment: None Motion: Move to accept Comprehensive Annual Financial Report Motion by Mayor Pro Tem: Blackerby, seconded by Council Member Moreno Vote: 6-0. Motion carried. 8. .Authorize City:Manager to sign Amendment No. 1 with HDR for Lon, Range Water :Supply Plan. Presenter: Paul Kite, Assistant Director of Utilities Public Comment: None This would authorize the Water Conservation Plan Update and Associated Educational Activities in the: amount of $33,100. City Council Minutes March 23, 2021 Page 2 of 3 20 Motion: Move to authorize City Manager to sign Amendment No. 1 with HDR for Long Range Water Supply Plan Motion by Council Member Weiss, seconded by Council Member'VanHoose Vote: 6-0. Motion carried. 9. Award of bid to purchase Recycle Center Pit Baler: Presenter: Tim Crosswhite,. Director of Public Works Public Comment: None Staff recommends awarding bid to low bidder Reaction Distributing in the amount of $60:,490. Motion: Move to award bid to purchase Recycle Center Pit Baler for $60,490 from Reaction Distributing and using the grant money of $33,739 with the City's portion being $26,751. Motion by Mayor Pro Tem .Blackerby, seconded by Council Member Moreno Vote: 6-0. Motion carried. 10. Award of bid for. 2021 Seal Coat Project Presenter: Tim Crosswhite, Director of Public Works Public Comment:. None Staff recommends authorizing City Manager to sign Contract awarding bid to low bidder Freeman Construction Co. $197,830 base bid. Motion: Move to,award .bid for 2021 Seal Coat Project to Freeman Construction Co. in the amount of $197,830 along with Alternate 1 in the amount of $39,780. Motion by Council Member Weiss, seconded by Council Member VanHoose Vote: 6-0. Motion carried. 11. Consider interlocal Agreement between City of Plainview and Hale .County for the 2021 Seal: Coat Protect and authorize Mayor :to sign necessary documents. Item was postponed pending County action.
