MINUTES The Plainview City Council met in Regular Session on Tuesday, October 27, 1987, at 7:30 P.M. in the Council Chambers of City Hall with Mayor E.V. Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown and Tom Aday. Staff present were: City Manager James P. Jeffers, Director of Public Works Bill Hogge, Assistant Chief of Police Jerry Austin and Director of Municipal Services Mike McDonough. Guest present were: Hutcherson. Charlcy Dickson, Becky Russell and Suzy News media present were: Richard Orr with the Plainview Daily Herald and Cathy Donhue of K.V.O.P. Mayor Ridlehuber welcomed the guest and opened the Meeting. Councilman Clements delivered the invocation. 911-E. Councilman Aday moved that a public hearing be called on the 911-E Emergency Telephone System Proposal. Motion was duly seconded by Councilwoman Dorman and carried a unanimous vote. Fire Chief Joe Ferguson made a brief presentation concerning the proposal. There being no questions or comments from the public, Mayor Ridlehuber asked for a motion to close the public hearing. Motion to close the public hearing was made by Councilwoman Dorman and seconded by Councilman Clements. The motion carried by a unanimous vote. SUPERCONDUCTING SUPER COLLIDE. Mayor Ridlehuber introduced Resolution No. R87-297 entitled, "A Resolution of the City Council of the City of Plainview, Texas expressing support for Proposition 19 which would provide bonds for the Superconducting Super Collider." Councilwoman Dorman moved that Resolution No. R87-297 be adopted. Motion was duly seconded by Councilman Brown and carried by a unanimous vote. Mayor Ridlehuber introduced the following items for consideration under the Consent Calendar. CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures 1 of 3 d) Consideration on second and final reading Ordinance No. 87-2724 entitled, "An Ordinance authorizing and allowing under the act governing the Texas Municipal Retirement System, "Updated/ Service Credits" in said system for service performed by qualifying members of such system who presently are in the employment of the City of Plainview; providing for increased prior and current service annuities for retirees and beneficiaries of deceased retirees of the City; and establishing an effective date for such action." e) Consideration on second and final reading Ordinance 87-2723 entitled, "An Ordinance effecting participation of City employees in the Texas Municipal Retirement System; granting the additional rights, credits and benefits authorized by Section 62.105, 64.202(f), 64.204, 64.405, 64.406 and 64.401 of Title ll0B, Revised Civil Statutes of Texas 1925, as amended by the 70th Legislature; and prescribing the effective date of this Ordinance." f) Consideration of Resolution No. R87-295 entitled, "A Resolution of the City Council of the City of Plainview, Texas defining the terms and conditions for the allocation of $25,000.00~ to the Plainview Industrial Foundation." g) Consideration on first reading Ordinance No. 87-2725 entitled, "An Ordinance amending Chapter 1, General Provisions, of the Plainview City Code providing for a general penalty for certain offenses as such are defined by State Law." h) Consideration of Resolution No. R87-298 entitled, "A ResOlution of the City Council of the City of Plainview, Texas awarding a bid for six (6) police package vehicles for the Police Department." i) Consideration on firs~t reading Ordinance No. 87-2726 entitled, "An Ordinance of the City of Plainview, Texas amending the 1987-1988 Budget through the appropriation of an additional $9,000.00 in expenses in the Emergency Medical Services Department." j) Consideration of Resolution No. R87-296 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing a member to the Co~.,ission on Human Relations of the City of Plainview." T~UCK ROU~E. k) Consideration of Ordinance No. 87-2727 entitled, "An Ordinance repealing portions of Chapter 23 of the Plainview Code; establishing a defense for operating a vehicle with a carrying capacity in excess of one ton upon certain streets within the Cit~ of Plainview; defining commercial purpose and person as used herein; and providing for emergency passage." 1) Consideration of Resolution No. R87-299 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing individuals to the Hale County 911 Board." 2 of 3 TORT REFORM. m) Consideration of Resolution No. R87-300 entitled, "A ResOlution of the City COuncil of the City of Plainview, Texas supporting Amendment No. 17 on the November 3, 1987 General Election BallOt." n) Consideration of Resolution No. R87-301 entitled, "A Resolution of the Plainview City Council suPporting the position of the County of Scurry to locate a State Detention Facility near Snyder in Scurry County, Texas." Councilman Aday moved the Consent Calendar be adopted. Motion was duly seconded by Councilman Clements and carried by a unanimous vote. Councilman Aday moved that the Meeting be adjourned. Motion was duly seconded by Councilman Clements and carried by a unanimous vote. There being no further business Mayor Ridlehuber adjourned the Meeting at 7:41 P.M.
