MINUTES The Plainview City Council met in Work Session on Thursday, October 6, 1987 at 11:30 a.m. at the Plainview Country Club with Mayor Ridlehuber presiding and the following Councilmembers present: Barbara Dorman, Don Dickson, Bobby James, Terry Clements, Don Dickson, Alton Jackson and Tom Aday. Staff present were: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Chief of Police Roy Osborne, Fire Chief Joe Ferguson and City Secretary Sheryl Owen. YLAINVIEW INDUSTRIAL FOUNDATION. J.B. Wheeler representing the Plainview Industrial Foundation reinstated the need for the City's funding of $25,000.00 toward the Industrial Foundation. Medlin Carpenter also reinstated the request. A lengthy discussion was held by the Council however no action was taken. INSURANCE. City Manager Jim Jeffers explained the EMT Liability Tail Coverage. Mr. Jeffers indicated that the tail coverage would cost $9,000.00. Councilman Dickson moved not to take the tail coverage and put $9,000.00 into a reserve pool for such. Motion carried as follows: For; Councilman Aday, James and Dickson. Opposed; Councilman Clements and Councilwoman Dorman. 911-E. Director of Fire Services Joe Ferguson discussed the status report on the 911-E Project. It was the consensus of the Council to forward with securing 911-E for the City and to conduct a public hearing. CIVIL DEFENSE. Chief of Police Roy Osborne explained the Civil Defense changes. Roy explained the following suggestions that were being proposed: use of sirens be discontinued, educate the public better on the new system, implementation of bilingual tapes, and maybe asking Cable T.V. to provide a station for after midnight broadcasting. City Manager Jim Jeffers stated that the changes would be implemented unless objected to by the Council. COUNTY FIRE SUPPRESSION. City Manager Jim Jeffers informed the Council that the City of Petersburg and the City of Abernathy had been the only two Cities to respond to the letters on the County Wide Study Group, with interest to participate. City Manager Jim Jeffers explained the proposed Agenda for the Council Meeting of October 13, 1987. Director of Municipal Services Mike McDonough explained Zone Case No. 552. City Manager Jim Jeff~rs explained the request for a permit for construction at 512, 514 and 516 Ash Street, Hale County Abstract. It was moved by Councilman Dickson seconded by Councilman James to proceed with a street use permit with an indemnity clause and no insurance required. Motion carried unanimously. 1 of 2 a) Minutes b) Department Reports c) Budget Expenditures d) Consideration on second and final reading Ordinance No. 87-2717 entitled, "An ordinance amending Ordinance No. 84-2563, providing for the hours of maximum speed limits on portions of streets designated as school zones for the operation of motor vehicles on any street within the designated school zone." e) Consideration on first reading Ordinance No. 87-2719 entitled, "An ordinance amending Zoning Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 552, request of Mrs. Doris Lisman for rezoning Lots 13 and 14, Block 1, Curtis Subdivision, from an R-2 (Single-Family Residential) Zoning District to a C.R.D. (Commercial Retail) Zoning District for commercial uses and located at 610 South Date." f) Consideration of Resolution No. R87-287 entitled, "A Resolution of the City Council of the City of Plainview, Texas approving the Plainview/Hale County Airport Budget for 1988."
