MINUTES
The Plainview City Council met in Regular Session on Tuesday,
September 22, 1987, at 7:30 p.m. in the Council Chambers of City
Hall with Mayor E.V. Ridlehuber presiding and the following
Councilmembers present: Alton Jackson, Terry Clements, Don
Dickson, Bobby James, Barbara Dorman, Junior Brown and Tom Aday.
Staff present were: City Manager Jim Jeffers, Director of Finance
Norman Huggins, Director of Municipal Services Mike McDonough,
Assistant City Attorney David Blackburn, Chief of Police Roy
Osborne.
Visitors present: Jim Robertson of Hunter Associates, Inc., Hulon
Wall, Maude Allen, and Elton Wilson.
News media present were: Cathy Donahue - K.V.O.P.;
Orr - Plainview Daily Herald.

The invocation was delivered by Councilman Clements.
Mayor Ridlehuber opened the Meeting and welcomed the guest.
BUDGET. Mayor Ridlehuber introduced on second and final reading
Ordinance No. 87-2720 entitled, "An ordinance adopting and
approving the Budget for the fiscal year beginning October 1,
1987, and terminating September 30, 1988, and making
appropriations for each department, project and account."
Councilwoman Dorman moved that Ordinance No. 87-2720 be adopted.
Motion was duly seconded by Councilman Clements and carried by a
unanimous vote.
TAX LEVY. Mayor Ridlehuber introduced for consideration on second
and final Ordinance No. 87-2721 entitled, "An ordinance levying
municipal ad valorem taxes for the City of Plainview, Texas, for
the 1987-1988 Fiscal Year, and directing the assessment and
collection thereof." Councilman Clements moved that Ordinance No.
87-2721 be adopted. Motion was duly seconded by Councilman
Dickson and carried by a unanimous vote.
ZONE CASE NO. 552. Director of Municipal Services Mike McDonough
introduced Zone Case No. 552 which is the request of Mrs. Doris
Lisman for rezoning Lots 13 and 14, Block 1, Curtis Subdivision,
from an R-2 (Single-Family Residential) Zoning District to a
C.R.D. (Commercial Retail) Zoning District for commercial uses and
located at 610 South Date." Councilwoman Dorman moved that a
public hearing be called for Zone Case No. 552. Motion was duly
seconded and carried by a unanimous vote. Mayor Ridlehuber called
the public hearing on Zone Case No. 552 to order and Elton Wilson,
who resides South of Plainview, stated that he was representing
Mrs. Doris Lisman who was unable to attend the Meeting. Wilson
stated that Mrs. Lisman was spending money to upgrade the

property so that she may lease or sell it said property
was adjacent to the rodeo grounds and has been used in the past
for Light Commercial and Light Business. Mr. Wilson added that he
felt the rezoning of said property for a Light Business would
enhance property values in the immediate area instead of
decreasing property values if the property continued to remain
vacant. Mr. Wilson stated that he felt the property had been
vacant for over twelve months and the last use of said property
was as a "perpetual garage sale". Mrs. Maude Allen, who resides
at 310 Southeast 7th Street, spoke against the rezoning. Mrs.
Allen stated that she lived across the street from the property in
question and had failed to attend the hearing of the Planning and
Zoning Commission due to a mix up on her part. Mrs. Allen stated
that she and her husband purchased their home in 1985 to raise
their family and they wanted to live in a residential area and
that her current residence was residential even though it was only
two blocks off of Date Street. Mrs. Allen stated that many older
individuals live in the immediate area and they have not protested
the rezoning because they feel like Mrs. Lisman would protect
their interest. Mrs. Allen felt that if the property was rezoned
that property values would depreciate and that the neighborhood
would deteriorate. Councilman Clements moved that the public
hearing be closed. Motion was duly seconded by Councilwoman
Dorman and carried by a unanimous vote.
INSURANCE BID. Mayor Ridlehuber introduced Resolution No. R87-289
entitled, "A Resolution of the City Council of the City of
Plainview, Texas awarding an insurance bid." Mayor .Ridlehuber
stated that said Resolution, if adopted, would put most of the
City's insurance with Texas Employers. Motion was made by
Councilman Aday to adopt Resolution No. R87-289. Motion was duly
seconded by Councilman Dickson and carried by a unanimous vote.
NORTH QUINCY - NO PARKING. Mayor Ridlehuber introduced for
consideration on first and final reading Ordinance No. 87-2722
entitled, "An ordinance prohibiting the parking, stopping or
standing of any motor vehicles on a portion of North Quincy
Street, Plainview, Texas, providing a penalty and providing for
the passage of such ordinance as an emergency." After the City
Manager explained the intent of said Ordinance Councilman Aday
moved that Ordinance No. 87-2722 be adopted. Motion was duly
seconded by Councilman Clements and carried by a unanimous vote.
Mr. and Mrs. C.M. Peterson advised the Council that they were
taking the necessary steps in order to provide "temporary free
parking" for approximately 36 trucks in the immediate vicinity and
that if said efforts were successful that they would make an
investment in a parking lot and begin charging for said services.
