MINUTES The Plainview City Council met in Work Session on Thursday, September 3, 1987, at 11:30 A.M. at the Plainview Country Club with Mayor E.V. Ridlehuber presiding and the following Councilmembers present: Tom Aday, Terry Clements, Barbara Dorman and Junior Brown. Absent were: Alton Jackson, Bobby James and Don Dickson. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Assistant City Attorney David Blackburn, Chief of Police Roy Osborne, and City Secretary Sheryl Owen. News media: Richard Orr - Plainview Daily Herald, and Cathy Donahue - K.V.O.P. COUNTY FIRE SUPPRESSION. City Manager Jim Jeffers informed the Council that there was nothing to report on the fire agreement. RECREATIONAL VRWICLES. City Manager Jim Jeffers asked the Council about their position on the parking of recreational vehicles and the parking of vehicles in front yards. It was moved by Councilwoman Dorman seconded by Councilman Brown not to take any further action on such. Motion carried unanimously'. BOARD APPOI~. City Manager Jim Jeffers informed the COuncil that the ads for Board Members were not working and that he felt that it was a waste of money. Mr. Jeffers informed the Council that we needed appointments to the Human Relations Commission, the Board of Adjustment, and the Planning and Zoning Commission. It was moved by Councilwoman Dorman seconded by Councilman Clements to disperse with running the ad and to discuss the needed appointments at the next Work SesSion. Motion carried unanimously.. NORTH QUINCY. City Manager Jim Jeffers explained to the Council that the first draft of the ordinance for restricted parking on North Quincy had been prepared. Mr. Jeffers explained to the Council that he had spoke with Mr. Bess on said problem. Staff is recommending that there be a no parking zone on Quincy Street. It was moved by Councilwoman Dorman seconded by Councilman Brown for staff to proceed with said ordinance on no parking on Quincy Street. Motion carried unanimously. 1 of 3 CABLE T.V. City Manager Jim Jeffers gave the City Council material on the Cable T.V., and discussed the duplication of programming problem and requested they be prepared to disCuss such on September 17, 1987. SPAG RISK MANAG~ STUDY. City Manager Jim Jeffers asked the Council if they were interested in participating in the Risk Management Study by SPAG. It was moved by Councilman Aday seconded by Councilwoman Dorman not to participate in the Risk Management Study. Motion carried unanimously. STATE PRISON. City Manager Jim Jeffers explained to the Council that the City had received an RFP on a State Prison. Mr. Jeffers explained that the Industrial Foundation Executives were not interested in submitting an RFP. After a lengthy discussion it was moved by Councilman Clements seconded by Councilman Aday to not submit an RFP. Motion carried unanimously. City Manager Jim Jeffers presented the following Agenda Items for the City Council Meeting to be held September 8, 1987: 1) INVOCATION 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meetings Law. 3) Consideration on second and final reading Ordinance No. 87-2713 entitled, "An ordinance amending Ordinance No. 82-2478 entitled, "The City of Plainview Zoning Ordinance" more specifically Section 17:2 entitled, "use regulations" sub-part 1, and establishing an effective date." (Cumulative Zoning) 4) PUBLIC HEARING - 1987-1988 proposed Budget. 5) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Consideration on second final reading Ordinance No. 87-2718 entitled, "An ordinance adopting and enacting the Plainview City Code," compiled and codified by authority of the City Council; containing the permanent, general ordinances of the City; repealing all ordinances and parts of ordinances of a 2 of 3 permanent, general nature not included in the Code in full or by reference; providing a penalty for wrongfully changing or tampering with the Code; regulating the bringing of the Code up to date; providing for certification of copies of the Code, and for sale of copies thereof; and prescribing the time when the Code shall become effective." e) Consideration of Resolution R87-286 entitled, "A Resolution of the City Council of the City of Plainview, Texas making a policy statement through the adoption of a Boards, Commissions and Committee Handbook." f) Consideration on first reading Ordinance No. 87-2717 entitled, "An ordinance amending Ordinance No. 84-2563, providing for the hours of maximum speed limits on portions of streets designated as school zones for the operation of motor vehicles on any street within the designated school zone." g) Consideration on first reading Ordinance No. 87-2720 entitled, "An ordinance adopting and approving the Budget for the fiscal year beginning October 1, 1987, and terminating September 30, 1988, and making appropriations for each department, project and account." h) Consideration on first reading Ordinance No. 87-2721 entitled, "An ordinance levying municipal ad valorem taxes for the City of Plainview, Texas, for the 1987-1988 Fiscal Year, and directing the assessment and collection thereof." There being no additional business Mayor Ridlehuber adjourned the Meeting at 12:30 p.m. PASSED and APPROVED this the 15th day of September, 1987. E.V.
