MINUTES
The Plainview City Council met in Regular Session on Tuesday,
June 9, 1987, at 7:30 P.M. in the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following Councilmembers
present: Don Dickson, Barbara Dorman, Bobby James, Tom Aday,
Alton Jackson, Terry Clements, and Junior Brown.
Staff present: Director of Municipal Services Mike McDonough,
Assistant City Attorney David Blackburn, Director of Public Works
Bill Hogge, Chief of Police Roy Osborne, and City Secretary Sheryl
Owen. City Manager Jim Jeffers was absent.
Visitors present: Jakie Harris, Richard Pirkle,
Wellendorf, Paul Scott, Tony Ricketts and Richard Orr.

Mayor welcomed the
Mayor presented Ordinate No. 87-270Z entitled, "An Ordinance of
the City of Plainview, Texas, granting to. Energas Company (a Texas
Corporation with its principal office in the City of Dallas,
Dallas, County, Texas) the f~an~hise and rights to conduct in said
City the business of acquiring, maintaining, constructing, laying,
repairing, removing, replacing, installing, operating, and
disposing of a gas system for the sale, transportation, and
distribution of natural gas within the municipal boundaries of the
City and to the residents and businesses located therein for
light, heat, power, and any other purposes and the right to use
the present and future streets, roads, highways, alleys, public
ways, and real property in said City and owned or controlled by
said City for said purposes; prescribing the terms and conditions
to which said franchise and rights are subject; and prescribing
the terms of said franchise and rights." It was moved by
Councilman Aday seconded by Councilman Clements to table this
Ordinance. Motion carried unanimously.
PUBLIC HEARING - Zone Case No. 548. Mike McDonough Director of
Municipal Services explained Zone Case No. 548 - Southwest Third.
It was then moved by Councilman Dickson seconded by Councilman
Aday to open the public hearing. Motion carried unanimously.
Jakie Harris spoke opposed to the zone change and requested that
his property be left out of said change. It was then moved by
Councilman Dickson seconded by Councilwoman Dorman to close the
public hearing. Motion carried unanimously.

PUBLIC HEB/~ING - Zone Case No. 549. Mike McDonough Director of
Municipal Services explained Zone Case No. 549. It was then moved
by Councilwoman Dorman seconded by Councilman Brown to open the
public hearing. Motion carried unanimously. Geraldine
Wellendorf, 301 Northwest Alpine spoke opposed to the zone change.
It was then moved by Councilman Aday seconded by Councilman Brown
to close the public hearing. Motion carried unanimously.
PUBLIC HEARING - Zone Case No. 550. Mike McDonough Director of
Municipal Services explained Zone Case No. 550. It was then moved
by Councilman Aday seconded by Councilman Clements to open the
public hearing. Motion carried unanimously. No comments were
made. It was then moved by Councilman Aday seconded by Councilman
Brown to close the public hearing. Motion carried unanimously.
Mayor Ridlehuber presented the following Consent Calendar:
a) Minutes
b) Department Reports
c) Budget Expenditures
d) Consideration of Resolution No. R87-255 entitled, "A
Resolution of the City of Plainview, Texas reappointing members to
the Commission on Human Relations of the City of Plainview."
e) Consideration of Resolution No. R87-256 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
adopting the By-Laws of the Commission on Human Relations."
f) Consideration of Resolution No. R87-257 entitled, "A
Resolution of the City Council the City of Plainview, Texas
authorizing City Administration to work with Hale County in the
development of a grant application for water and sewer services
for the "Seth Ward" neighborhood."
g) Consideration of Resolution No. R87-258 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
appointing an individual to serve on the Electrical Board of the
City of Plainview, Texas."
h) Consideration on

entitled, "An Ordinance amending Zoning Ordinance No. 82-2478 and
the official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 548; request of Mike McDonough,
Director of Municipal Services, on behalf of the City of Plainview
for rezoning of 91.68 acres of land from R-1 (Single-Family
Residential) and A-O (Agricultural-Open Space) Zoning Districts to
a C.R.D. (Commercial Retail) Zoning District and being the 1800
through the 3900 Blocks of Southwest Third Street."

j) Consideration on first reading Ordinance No. 87-2705
entitled, "An Ordinance amending Zoning Ordinance No. 82-2478 and
the official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 549; request of Mike McDonough,
Director of Municipal Services, on behalf o~ the City of Plainview
for rezoning of four tracts of land totaling 56.855 acres out of
Survey No. 41, Block JK-2, Survey No. 42, Block JK-2, and the J.M.
Pressler Homestead Survey from R-1 (Single-Family Residential)
Zoning District to a C.G.B. (Commercial General Business) Zoning
District and located in the 900 through 2000 Blocks of South
Highway 87 Business Route."
k) COnsideration on first reading of Ordinance No. 87-2706
entitled, "An Ordinance amending Zoning Ordinance No. 82-2478 and
the official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 550; request of Paul ScOtt and
Scott Tractor for rezoning of 9.06 acres of land out of the west
half of Block JK-2, Section 29, Hale County, Texas from an R-1
(Single-Family Residential) Zoning District to a C.G.B.
(Commercial General Business) Zoning District for commercial uses
and located in the 700 and 800 Block of South Interstate Highway
No. 27."
It was moved by Councilman Aday seconded by Councilwoman Dorman to
approve the Consent Calendar with Item E Resolution No. R87-256,
the By-Laws of the Commission on Human Relations being tabled.
Motion carried unanimously.
With no further business pending it was moved by Councilman
Clements seconded by Councilman Aday to adjourn the Meeting.
Motion carried unanimously. Meeting adjourned.
