MINUTES The Plainview City Council met in Work Session on Thursday, June 4, 1987, at 11:30 A.M. at the Plainview Country Club with Mayor Ridlehuber presiding and the following Councilmembers present: Don Dickson, Barbara Dorman, Bobby James, and Tom Aday. Councilmen Alton Jackson, Terry Clements and Junior Brown were absent. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Assistant City Attorney David Blackburn, Director of Public Works Bill Hogge, Director of Finance Norman Huggins, Chief of Police Roy Osborne, and City Secretary Sheryl Owen. Visitors present: Cathy Donahue - K.V.O.P. Plainview Daily Herald. and Richard Orr - ~%~B~CE FRB~ISING ORDI~CE. City Manager Jim reviewed the proposed Ambulance Franchising Ordinance. the consensus of the City Council to mail out copies Ordinance to the providers to solicit public comment. Jeffers It was of the EI~CTXON. City Manager Jim Jeffers reviewed the local sales and use of one-half of one percent (1/2%) optional tax. He requested the Council to review the election further to decide~-the action that they wanted to take. He informed the Council it would be back on the next Agenda. SOUTHWEST THIRD/~SSESSMENT. City Manager Jim Jeffers updated the Council on the Southwest Third Assessment. He stated that he spoke with Frank Gabriel and Mr. Gabriel said that he would be glad to make payment as long as all the citizens on Southwest Third were treated the same. Mr. Jeffers explained the public hearing for the property owners. FRISCO. Civil Defense; it was consensus of the Council for the Staff to make a recommendation on the Civil Defense Sirens for Frisco. Discussion is to be held at the next Meeting. Frisco Park; staff recommended not putting in a park, it was the consensus of the Council to possibly lease or loan the Frisco Community the land for a park for them to develop and maintain. Chief of Police Roy Osborne summarized the false alarm ordinance to the City Council and material was given to the Council to read on such. 1 of 4 ZONING AND COMPREHENSIVE MASTER PLAN. City Manager Jim Jeffers explained to the Council that Director of Municipal Services Mike McDonough had received several RFP's on the proposed Zoning and Master Plan. Director of Municipal Services Mike McDonough reviewed the RFP's with the Council. It was the consensus of the Council to proceed with the review process on the planning concept only. City Manager Jim Jeffers reviewed the proposed items for the City Council Agenda for June 9, 1987. He informed the Council that the Ordinance for Energas would be tabled for further study by request of Energas. Council requested that Item E of the regular Agenda, the By-Laws of the Commission on Human Relations that on page 2, Section 5 the word initiating be taken out. 1 ) INVOCATION 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meetings Law. 3) Consideration on second reading Ordinance No. 87-2702 entitled, "An Ordinance of the City of Ptainview, Texas, granting to Energas Company (a Texas Corporation with its principal office in the City of Dallas, Dallas, County, Texas) the franchise and rights to conduct in said City the business of acquiring, maintaining, constructing, laying, repairing, removing, replacing, installing, operating, and disposing of a gas system for the sale, transportation, and distribution of natural gas within the municipal boundaries of the City and to the residents and businesses located therein for light, heat, power, and any other purposes and the right to use the present and future streets, roads, highways, alleys, public ways, and real property in said City and owned or controlled by said City for said purposes; prescribing the terms and conditions to which said franchise and rights are subject; and prescribing the terms of said franchise and rights." 4) PUBLIC HEARING - Zone Case 548 (see Item I, Consent Calendar) 5) 6) PUBLIC HEARING - Zone Case 549 (see Item J, Consent Calendar) PUBLIC HEARING - Zone Case 550 (see Item K, Consent Calendar) 2 of 4 ALL I,~TTERS UNDER ITEM 7__ CONSE~ CALEND~R ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL ~D WILL BE ENACTED ON A MOTION IN THE FORM L~STED BELOW. Pressler Homestead Survey from R-1 (Single-Family Residential) Zoning District to a C.G.B. (Commercial General Business) Zoning District and located in the 900 through 2000 Blocks of South Highway 87 Business Route." k) Consideration on first reading of Ordinance No. 87-2706 entitled, "An Ordinance amending Zoning Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 550; request of Paul Scott and Scott Tractor for rezoning of 9.06 acres of land out of the west half of Block JK-2, Section 29, Hale County, Texas from an R-1 (Single-Family Residential) Zoning District to a C.G.B. (Commercial General Business) Zoning District for commercial uses and located in the 700 and 800 Block of South Interstate Highway No. 27." With no further discussion the Meeting adjourned.
