PLAINVIEW COUNTRY CLUB
11:30 A.M.
The Plainview City Council met in Work Session on Thursday, May
21, 1987, at 11:30 a.m. at the Plainview Country Club with Mayor
Ridlehuber presiding and the following Councilmembers present:
Alton Jackson, Terry Clements, Don Dickson, Barbara Dorman, Bobby
James, Tom Aday and Junior Brown.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Assistant City Attorney David Blackburn,
Director of Public Works Bill Hogge, Chief of Police Roy Osborne,
Director of Finance Norman Huggins and City Secretary Sheryl Owen.
Visitors present: Cathy Donahue - K.V.O.P., Richard Orr -
Plainview Daily Herald, Marvin Peterson, Lionel Garcia, and George
Meriwether.
Marvin Peterson. Mr. Peterson expressed concerns to the City
Council about the retention ponds on the Wal-Mart Distribution
Center property and the parking of trucks on North Quincy.

Auditor. Mr. Meriwether presented the

Lionel Garcia. Mr. Garcia spoke to the Council on the proposals
that the City had made about the Frisco Community. He requested
tha the City move a tornado siren closer to the Frisco area. He
also requested that the City provide a park, because there was not
one anywhere near the Frisco area. He expressed his appreciation
for all the work that City Staff has done for the Frisco Addition.
Human Relations Commission. City Manager Jim Jeffers presented
the Human Relations Commission By-Laws to the City Council and
reviewed them.
Cable T.V. City Manager Jim Jeffers explained the proposed
changes by the Plainview Cable T.V. According to the "must carry"
rules, Plainview Cable T.V. would be required to carry all five
Lubbock Channels in their entirety without material degradation.
Also, if a must carry station is carried on a channel higher than
Channel 13, then the cable system would be required to provide a
converter for each outlet of service, thus they would not be
moving Channel 6 to Channel 22 as stated earlier.
Tom Hamilton. City Manager Jim Jeffers explained and reviewed the
proposed Legal Services Contract with City Attorney Tom Hamilton.
Insurance. City Manager Jim Jeffers reminded the Council that the
City is bidding the insurance this year and no objections were
expressed.

School Zone Lights. City Manager Jim Jeffers explained to the
Council that the school zone lights that had been removed from
Quincy Street adjacent to the High School will be removed and
suggestions had been made to move the lights to the South Broadway
school zone, with the cost being $1,900.00 to move them. It. was
the consensus of the Council to move the lights to South Broadway.
Seth Ward. City Manager Jim Jeffers explained that the County was
interested in working on a grant to make water and sewer
improvements for Seth Ward. Jim Jeffers explained that the grant
would be the County's but the City would help to obtain the grant.

Plainview Countr~ Club. City Manager Jim Jeffers informed the
Council of the request from the Plainview Country Club to extend
the lease term to 99 years. After general discussion the City
Council proposed a 30 year lease for the Plainview Country Club
with an option to renew for an additional 30 years.
Sale of land. City Manager Jim Jeffers explained to the Council
that the property at 615 East 8th had been appraised last year for
Mr. Martinez. Mr. Martinez did not have the money at the time and
he now would like to buy the land. City Council advised to get a
10% certified check from Mr. Martinez and Council would vote to
let him have the property at the next Meeting, if he met or
exceeded the minimum bid.
One-half percent optional sales tax. City Manager Jim
advised the Council to review the local sales and use
percent optional sales tax.

Southwest Third Assessment. It was the consensus of the Council
to have the City Manager hire an appraiser for the Southwest Third
Assessment Project.

8?--2690, entitled, "An Ordinance amending Ordinance No. 85-2568,
of the City of Plainview, Texas, setting the rates to be charged
for the sewer service and the sewer disposal service; and
repealing all ordinances in conflict herewith."

4) Frisco Community - Public Comment.
5) Consideration on first reading Ordinance No. 87-2702 entitled,
"An Ordinance of the City of Plainview, Texas, granting to Energas
Company (a Texas Corporation with its principal office in the City
of Dallas, Dallas, County, Texas) the franchise and rights to
conduct in said City the business of acquiring, maintaining,
constructing, laying, repairing, removing, replacing, installing,
operating, and disposing of a gas system for the sale,
transportation, and distribution of natural gas within the
municipal boundaries of the City and to the residents and
businesses located therein for light, heat, power, and any other
purposes and the right to use the present and future streets,
roads, highways, alleys, public ways, and real property in said
City and owned or controlled by said City for said purposes;
prescribing the terms and conditions to which said franchise and
rights are subject; and prescribing the terms of said franchise
and rights."

7) Consideration on final reading Ordinance No. 87-2703 entitled,
"An Ordinance amending Chapter 12 of the Plainview City Code, fire
protection and prevention, providing for the exemption of certain
land annexed by the City of Plainview from the provisions of the
uniform Fire Code of the City of Plainview concerning the
possession and sale of fireworks; setting forth conditions and
requirements therefore; providing for termination thereof; and
declaring an emergency."
8) Consideration of Ordinance No. 87-2707 approving and adopting
the report or statement of the City Engineer of the City of
Plainview, Texas of time estimates of the total cost of paving and
improvement of a portion of a certain street in the City of
Plainview, Texas, to wit: Southwest Third Street from Interstate
Highway No. 27 to Columbia Street (Loop 445); Determining the cost
of such improvements and the amounts per front foot to be assessed
against the abutting property owners; ordering and setting a
hearing at 7:30 o'clock p.m. on the 23rd day of June, 1987, in
the City Council Chambers, 901 Broadway, as the time and place for
a public hearing of the real and true owners of the property
abutting upon said street and concerning said assessments,
proceedings and improvements; Directing the City Secretary to give
notice of said hearing as required by law; and declaring an
emergency.

Resolution of the City of Plainview, Texas supporting the efforts
of Amarillo, Texas to secure the Federal Government's Super
Conducting Super Collider Project for the Panhandle of Texas
Region."
f) Consideration of Resolution No. R87-251 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
authorizing the Mayor to execute a warranty agreement with South
Plains Pavers, Inc. as it pertains to the Quincy street Paving
Project."
g) Consideration of Resolution No. R87-252 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
accepting the 1986 Au4it of the City of Plainview."
h) Consideration of Resolution No. R87-253 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
authorizing the Chief of Police, on behalf of the City of
Plainview, to file a grant application for law enforcement
assistance from the Criminal Justice Division of the Governor's
Office of the State of Texas."
i) Consideration of Resolution No. R87-254 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
accepting the lowest and best bids and awarding purchase contracts
for materials for street seal coating.
