MINUTES The Plainview City Council me~ in Work Session on Thursday, March 19, 1987, at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Barbara Dorman, Bobby James and Junior Brown. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Director of Public Works Bill Hogge, Chief of Police Roy Osborne, and City Secretary Sheryl Owen. Visitors present: Cathy Donahue - K.V.O.P., Richard Orr - Plainview Daily Herald, Rebecca Escalante and Lionel Garcia. Sewer Rates. City Manager Jim Jeffers discussed briefly the new proposed sewer rates. He indicated that staff would proceed with said proposal. Columbia Streets Lights. City Manager Jim this item would remain tabled, because information from Southwestern Public Service. Jeffers explained that we were waiting for Landfill Fees Cleanup Week. City Manager Jim Jeffers proposed that the City waive landfill fees during cleanup week to encourage cleanup in the community. It was the consensus of the Council to do such. Audit - Hotel/Motel Tax Collections. City Manager Jim Jeffers spoke on the need of conducting a general audit of Hotel/Motel Tax Collections. It was the consensus of the Council not to conduct such an audit because they felt there would be nothing gained from such. Lionel Garcia and Rebecca Escalante made a presentation to the City Council: they spoke on the following subjects; Frisco Park, paving of Frisco Addition and tornado sirens. City Manager Jim Jeffers presented the Agenda items for the City Council Meeting of March 24, 1987. regular Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Resolution No. R87-223 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing members to various boards and committees of the City of Plainview." 1 of 2 e) Consideration of Resolution No. R87-224 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the Director of Finance to change carriers as it pertains to the City of Plainview Workman,s Compensation Insurance Program." f) Consideration of Resolution No. R87-225 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas accepting the resignation of Planning and Zoning Commissioner Antonio Garoia." g) Consideration of Resolution No. R87-227 entitled, "A Resolution of the City Council of the City of Plainview, Texas accepting resignation of Board of Adjustment Member Michael A. McDonald". h) Consideration of Resolution No. R87-228 entitled, "A Resolution of the City Council of the City of Plainview, Texas awarding a contract and authorizing the Mayor to enter into a contract for the construction of sanitary sewer and water main extensions on Southwest Third Street (FM 3466) Plainview, Texas." ' ' j) Consideration of ReSolution No. R87-230 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the Director of Municipal Services to solicit proposals for updating and revising the City of Plainview Comprehensive Master Plan and Zoning Ordinance.,, k) Introduction and first reading of Ordinance No. 87-2695 entitled, "An Ordinance amending Chapter 32, traffic, Plainview City Code prohibiting the parking of tractor-trailers on public streets. 1) ConSideration on second and final reading Ordinance No. 87-2693 entitled, "An Ordinance of the City of Plainview establishing a fund for self-insurance against property and liability claims; providing for future additions to said funds; providing for administrative action on certain claims and expenditures related to self-insurance."
