MINUTES
CITY COUNCIL CHAMBERS
7:30 P.M.
The Plainview City Council met in Regular Session on Tuesday,
March 10, 1987, at 7:30 p.m. in the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following Councilmembers
present: Alton Jackson, Terry Clements, Don Dickson, Bobby James,
Barbara Dorman, Junior Brown and Tom Aday.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Assistant City Attorney David Blackburn,
Director of Public Works Bill Hogge, Chief of Police Roy Osborne,
Director of Finance Norman Huggins and City Secretary Sheryl Owen.
Guest present: Lupe Galvan, Eligio Galvan, Leandra Gonzales, Lupe
Sanez, Albino Sanez, Josefa R. Salas, Teresa Landeros, Virgilia
Landeros, Mariano Martinez, Fedelia Zepeda, Jose Moncivais, Alta

Councilman Junior Brown gave the invocation and Mayor Ridlehuber
welcOmed the guest.
Mayor Ridlehuber presented a proclamation and a key to the City to
Plainview High School Lady Bulldogs Coach Kathy Harston and
Assistant Coach Janie Cooper for the winning of the 5-A State
Championship.
Mayor presented Ordinance No. 87-2689 amending Ordinance No. 82-2478
and the official zoning map of the City of Plainview so as to make
the following changes: Zone Case No. 533; request of Bob Bass on
behalf of Marie Mangum and J.B. Jackson for a specific use
permit-clubs serving alcoholic beverages in a CGB (Commercial
General Business) Zoning District, being all of 0.275 acre tract of
land out of the North-East quarter of Section 28, Block JK-2, Hale
County, Texas and located at 3416 Olton Road, and providing for
passage of such ordinance as an emergency. Assistant City Attorney
David Blackburn explained that the judgment had been signed by the
Judge, and that this Ordinance was ready for Council approval. It
was moved by Councilwoman Dorman seconded by Councilman Clements to
approve the Ordinance on final reading. Motion carried unanimously.

National Electrical Code. Director of Municipal Services Mike
McDonough explained the updates that were having to be made to the
Electrical Code which occurs every three years. No action was
taken.
Mayor Ridlehuber presented the following Consent Calendar:
Mayor explained that Item (F), Resolution No. R87-223 and Item
Resolution No. R87-224 were being tabled for further study.

Resolution of the City Council of the City of Plainview, Texas
authorizing the expenditure of funds from the City of Plainview
Hotel/Motel Tax Reser~ze Fund for a feasibility study on the City
National Bank Building."

f) Consideration of Resolution No. R87-223 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
appointing members to various board and committees of the City of
Plainview."

Resolution of the City Council of the City of Plainview, Texas
authorizing the Director of Finance to change carriers as it
pertains to the City of Plainview Workman, s Compensation Insurance
Program."
h) Consideration on first reading Ordinance No. 87-2691
entitled, "An Ordinance of the City of Plainview, Texas adopting the
1987 Edition of the National Electrical Code (NFPA 70-1987) and
repealing all previous editions of the National Electrical Code,
heretofore adopted; providing penalties for violations of this
Ordinance; providing a severability clause; directing publication
of the descriptive caption together with penalty provisions of this
Ordinance; and providing an effective date."
i) Consideration on first and final reading Ordinance No.
87-2G92 entitled, "An Ordinance of the City of Plainview, Texas
amending the budget for the Fiscal year beginning October 1, 1986
and terminating September 30, 1987, as it pertains to the custodial
services and declaring an emergency."

j) Consideration on first reading Ordinance No. 87-2693
entitled, "An Ordinance of the City of Plainview establishing a fund
for self-insurance against property and liability claims; providing
for future additions to said funds; providing for administrative
action on certain claims and expenditures related to
self-insurance."
k) Consideration on

It was then moved by Councilman Aday seconded by Councilman Brown to
approve the Consent Calendar with Items F and G being tabled.
Motion carried unanimously.
E~CUTIVE SESSION:
Mayor explained that the Executive Session would not be held at this
time because it was not needed.
It was moved by Councilman Aday seconded Councilman Clements
adjourn the meeting. Motion carried unanimously.

e) Consideration of Resolution No. R87-217 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
requesting the continuation of funding for the Rape Crisis Center
which offers assistance to the citizens of Plainview and Hale
County, and authorizing the Mayor on behalf of the City of Plainview
to execute a grant application, and any other related documents."
f) Consideration of Resolution No. R87-218 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
re-designating the responsible person to coordinate implementation
of Revenue Sharing ~andicapped Discrimination Requirement."
g) Consideration of Resolution No. R87-219 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
awarding bids for Park Fence Materials."
h) Consideration of Resolution No. R87-220 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
authorizing MCI Tele-Communications, Inc., to place fiberoptic
cables along the public right-of-way adjacent to the Burlington
Northern Railroad route within the City; providing for an insurance
policy; indemnifying and holding the City harmless; and authorizing
the City Attorney's office to prepare any necessary legal
documents."
With no further business pending the Meeting adjourned.
