The Plainview City Council met in Work Session on Thursday, February 19, 1987, at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Barbara Dorman, Bobby James, Junior Brown, and Tom Aday. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Director of Public Works Bill Hogge, Chief of Police Roy Osborne, Assistant City Attorney David Blackburn, and City Secretary Sheryl Owen. Visitors present: James Robison, Mr. Richard Orr - Plainview Daily Herald. & Mrs. C.M. Peterson and Columbia Streets Lights. City Manager Jim Jeffers explained that the lights that had been turned off on Columbia Street had presented no problems at this time. Feasibility Study - City National Bank. Mr. James Robison explained to the City Council about preparing a Feasibility Study on the City National Bank to present to the City Council. City Manager Jim Jeffers explained that such study would be paid for by Hotel/Motel Tax Money. It was consensus of the Council to proceed with the Feasibility Study. Mr. C.M. Peterson spoke to the Council on the deposit of water on public right-of-way off of the Wal-Mart property. Mr. Peterson read a letter to the City Council on such. Sewer Rates. City Manager Jim Jeffers presented the proposed new Sewer Rates and explained them to the City Council. Discussion was held. City Manager Jim Jeffers presented the Agenda for the regular City Council Meeting to be held February 24, 1987: Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Resolution No. R87-215 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing members to various boards and committees of the City of Plainview." 1 of 2
