MINUTES The Plainview City Council met in Work Session on Thursday, January 22, 1987, at 11:30 a.m. at the Plainview Club. Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown and Tom Aday. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Director of Public Works Bill Hogge, Chief of Police Roy Osborne, and City Secretary Sheryl Owen. Visitors present: Jim Ferrell, - Chamber of Commerce, David Wilder President, Chamber of Commerce, Cathy Donahue - KVOP, Richard Orr - Plainview Daily Herald. Street Use Permit. City Manager Jim Jeffers explained the request of MCI to run cables through City right-of-way. Mr. Jeffers explained that staff needs to develop a street use permit for procedures for charging to use City right-of-way for said uses. It was the consensus of the Council to draft an ordinance on such. Chamber. City Manager Jim Jeffers explained the need for additional funding for the Chamber of Commerce parking lot. Mr. David Wilder President Chamber of Commerce explained the need for additional monies to pay for the paving of the parking lot at the Chamber of Commerce. Mr. Jim Platt expressed his dissatisfaction on said expenditures. It was the consensus of the Council to pay half of the final cost of said parking lot from the General Fund and not use Hotel/Motel Tax monies. Sales Tax. City Manager Jim Jeffers explained sales tax on telecommunications. It was the consensus of the Council to proceed with steps to impose said sales tax. State Legislative. City Manager Jim Jeffers proposed to the Council that City Manager and Mayor continue to oppose and support legislation that was proposed by the State Legislative as they felt needed° It was the consensus of the Council to continue as such. City Manager Jim Jeffers presented the following Agenda regular Council Meeting to be held on January 27, 1987: for the 3) Cable T.V. - Performance Review 4) Consideration of Resolution No. R87-204 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas officially designating the Plainview Chamber of Commerce Building as a Convention Center Facility." 1 of 3 5) Consideration of Resolution No. R87-205 entitled, "A Resolution of the Mayor and City Council of the City of Plainview authorizing the expenditure of funds from the City of Plainview Hotel/Motel Tax Reserve Fund for repairs of the Plainview Chamber of Commerce parking lot." 6) CONSENT CALRNDAR a) Minutes b) Department Reports c) Budget Expenditures d) Consideration on second and final reading Ordinance No. 87-2685 entitled, "An Ordinance prohibiting smoking in the City Council Chambers of Plainview, Texas City Hall." e) Consideration on second and final reading Ordinance No. 87-2686 entitled, "An Ordinance prohibiting the parking, stopping or standing of any motor vehicle on any part of all 1-27 Frontage Roads in the City limits of the City of Plainview, Texas; and providing a penalty for the violation thereof." f) Consideration on first reading Ordinance No. 87-2684 entitled, "An Ordinance amending Ordinance No. 84-2563, providing for the hours of maximum speed limits on portions of streets designated as school zones for the operation of motor vehicles on any street within the designated school zone." g) Consideration of Resolution No. R87-206 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas making various board appointments." h) Consideration of Resolution No. R87-207 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas authorizing the Chief of Police on behalf of the City of Plainview to file a grant application for law enforcement assistance from the Criminal Justice Division of the Governor's Office of the State of Texas." i) Consideration of Resolution No. R87-208 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas adjusting insured values of certain structures belonging to the City of Plainview." j) Consideration of Resolution No. R87-202 entitled, "A Resolution of the City Council of the City of Plainview, Texas approving an agreement permitting construction of certain improvements upon a portion of a travel and utility easement across Lot 14, West Ridge Addition, Unit No. 7, Plainview, Hale County, Texas; eliminating the installation of certain utilities and a portion of said easement; and authorizing the Mayor to execute said agreement on behalf of the City of Plainview." 2 of 3 k) Consideration of Resolution No. R87-203 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the paving of alleys in Town West Addition, Units No. 2 and 3, Plainview, Texas at the cost of the developer." 1) Consideration of Resolution No. R87-209 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas supporting the Mayor's Criminal Justice Task Force Legislative Package." m) Consideration of Resolution No. R87-210 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas authorizing the discontinuance of twelve street lights at the entrance of the Plainview/Hale County Airport."
