MINUTES
The Plainview City Council met in Regular Session on Tuesday,
January 27, 1987, at 7:30 p.m. in the Council Chamber of City Hall
with Mayor Ridlehuber presiding and the following Councilmembers
present: Alton Jackson, Terry Clements, Don Dickson, Bobby James,
Barbara Dorman, Junior Brown and Tom Aday.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Assistant City Attorney David Blackburn,
Director of Public Works Bill Hogge, Chief of Police Roy Osborne,
Director of Finance Norman Huggins, and City Secretary Sheryl Owen.
Guest present: William Briscoe, Clint Bidwell, Joe McKinnis, Fred
Nichols, Jack Nunz, Jim Ferrell, David Wilder and Tut Tawwater.
Councilman Terry Clements gave the invocation.

Mayor Ridlehuber
City Manager Jim Jeffers explained the Performance Review on
Plainview Cable T.V. Jeffers explained that this review is made by
the City Council every five years. Mayor Ridlehuber asked for
public comment on the Cable T.V. No comments were made. Councilman
Aday expressed his concerns about duplication on the cable system
and the need to do away with said duplication. Mr. Joe McKinnis of
the Plainview Cable T.V. and Mr. Fred Nichols of Teleservice
Corporation of America discussed the cable system with the City
Council. Mr. McKinnis also indicated that Plainview Cable T.V.
would correct the duplication of the two ABC Channels by placing
KAMC Channel 6 on Channel 22, and Channel 6 with the Nickelodeon
programming. Channel 22 will not be a scrambled signal and those
with Cable T.V. may view KAMC on Channel 22. Mr. McKinnis also
indicated that within the next twelve to twenty four months
Plainview Cable T.V. will have additional channels and provide
additional programs in order to correct the duplication of the NBC
Stations. Councilwoman Dorman expressed her concerns about the
reception on the cable. Mr. McKinnis explained that the Cable
~ervlce provides free service calls to'individuals requesting such
in order to correct these problems. He indicated that Plainview
Cable T.V. would continue to do this° Plainview Cable T.V. agreed to
remit the franchise fee on a quarterly basis to the City. It was
requested by the Council that the Plainview Cable T.V. research and
advise the City of its request to a combined single limit of
$1,000,000.00 for the general laibility policy.
Mayor presented Resolution No. R87-204 entitled, "A Resolution of the
Mayor and City Council of the City of Plainview, Texas officially
designating the Plainview Chamber of Commerce Building as a
Convention Center Facility." City Manager Jim Jeffers explained the
Resolution. It was then moved by Councilwoman Dorman seconded by
Councilman Aday to approve the Resolution. Motion carried
unanimously.

Mayor presented Resolution No. R87-205 entitled, "A Resolution of
the Mayor and City Council of the City of Plainview, Texas
authorizing the expenditures of funds from the City of Plainview
Hotel/Motel Tax Reserve Fund for repairs of the Plainview Chamber of
Commerce parking lot." city Manager Jim Jeffers explained the
Resolution. It was then moved by Councilman Aday seconded by
Councilman Brown to approve the Resolution. Motion carried
unanimously.

standing of any motor vehicle on any part of all 1-27 Frontage Roads
in the City limits of the City of Plainview, Texas; and providing a
penalty for the violation thereof."
f) consideration on first reading Ordinance No. 87-2684
entitled, "An Ordinance amending Ordinance No. 84-2563, providing
for the hours of maximum speed limits on portions of streets
designated as school zones for the operation of motor vehicles on
any street within the designated school zone."
g) Consideration of Resolution No. R87-206 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas making various board appointments."
h) Consideration of Resolution No. R87-207 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas authorizing the Chief of Police on behalf of the City of
Plainview to file a grant application for law enforcement assistance
from the Criminal Justice Division of the Governor's Office of the
State of Texas."
i) Consideration of Resolution No. R87-208 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas adjusting insured values of certain structures belonging to
the City of Plainview."
j) Consideration of Resolution No. R87-202 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
approving an agreement permitting construction of certain
improvements upon a portion of a travel and utility easement across

Lot 14, West Ridge Addition, Unit No. 7, Plainview, Hale County,
Texas; eliminating the installation of certain utilities and a
portion of said easement; and authorizing the Mayor to execute said
agreement on behalf of the City of Plainview."
k) Consideration of Resolution 'No. R87-203 entitled, "A
Resolution of the City Council of the City of Plainview, Texas
authorizing the paving of alleys in Town West Addition, Units No. 2
and 3, Plainview, Texas at the cost of the developer."
1) Consideration of Resolution No. R87-209 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas supporting the Mayor's Criminal Justice Task Force Legislative
Package."
m) Consideration of Resolution No. R87-210 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas authorizing the discontinuance of twelve street lights at the
entrance of the Plainview/Hale County Airport."
It was then moved by Councilman Aday seconded by Councilwoman Dorman
to approve the Consent Calendar as presented. Motion carried
unanimously.
