MINUTES The Plainview City Council met in Regular Session on Tuesday, January 13, 1987, at 7:30 p.m. in the Council Chamber of City Hall with Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown and Tom Aday. Staff present: City Manager Jim Jeffers, Director of Municipal Services Mike McDonough, Director of Public Works Bill HOgge, Chief of Police Roy Osborne, Director of Finance Norman Huggins, and City Secretary Sheryl Owen. Visitors present: Lon Miller, Cathy Plainview Daily Herald, Sid Cooper, Freddie Willis. Donahue - KVOP, Richard Orr - John Sands, Rick Graves, and Councilwoman Barbara Dorman gave the invocation. opened the meeting and welcomed the guest. Mayor Ridlehuber Director of Municipal Services Mike McDonough explained Zone Case No. 545; request of Rex Ramsower, for amending the zoning on three (3) tracts of land totaling 9.626 acres with a CRD (Commercial Retail District) zoning district by adding a restriction prohibiting multi-family residential uses and located in the 1200-1400 Blocks of Interstate No. 27." It was moved by Councilwoman Dorman seconded by Councilman Brown to approve Ordinance No. 86-2682 on second and final reading. Motion carried unanimously. Director of Municipal Services Mike McDonough explained Zone Case No. 546; request of Lon Miller and Lubbock Poster Company for rezoning of the railroad right-of-way along Dimmitt Road (from Quincy Northwest to the Plainview City limits) from R-1 (Single-Family Residential) zoning district to a CGB (Commercial General Business) zoning district and located in the 2000-3100 Blocks of Dimmitt Road." It was moved by Councilman Aday seconded by Councilman Clements to approve Ordinance No. 86-2683 on second and final reading. Motion carried unanimously. Mayor Ridlehuber presented the following Consent Calendar for approval: Mayor explained that item d, Resolution No. R86-195 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas approving the preliminary plat of replat of Lot 5, Mesa Verde Addition, Unit No. 1, Plainview, Hale County, Texas", this item to be tabled due to the request of withdrawal by the applicant. Consideration of Resolution No. R86-195 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas approving the preliminary plat of replat of Lot 5, Mesa Verde Addition, Unit No. 1, Plainview, Hale County, Texas." (this item was tabled at the City Council Meeting of December 23, 1986) e) Consideration of Resolution No. R87-196 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas in support of maintaining Texas Tech University as a major research University in the State of Texas." f) Consideration of Resolution No. R87-198 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas making various Board Appointments." g) Consideration of Resolution No. R87-199 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas approving the fee schedule and letter of agreement for miscellaneous services which may be provided by Parkhill, Smith & Cooper, Inc. Engineers, Architects, and Planners for the calendar year 1987." h) Consideration of Resolution No. R87-200 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas adopting a general alley paving policy for the City of Plainview and repealing any prior policy in conflict herewith." i) Consideration of Resolution No. R87-197 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas accepting the bid for aerial spraying for mosquito control for the 1987 season, and awarding a contract." j) Consideration of Ordinance No. 87-2685 on entitled, "An Ordinance prohibiting smoking in the Chambers of Plainview, Texas City Hall." first reading City Council k) Consideration on first reading Ordinance No. 87-2686 entitled, "An Ordinance prohibiting the parking, stopping or standing of any motor vehicle on any part of all 1-27 Frontage Roads in the City limits of the City of Plainview, Texas; and providing a penalty for the violation thereof." 1) Consideration of Resolution No. R87-200 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas authorizing the paving of a portion of the alley at 1000 Jefferson Drive at the cost of the Developer of the property. (item added to Agenda 1/6/87) It was moved by Councilman Aday seconded by Councilman Clements approve the Consent Calendar. Motion carried unanimously. to It was moved by Councilman Aday seconded by CouncilWoman Dorman to adjourn into Executive Session at 7:45 p.m. for the discussion of land acquisition. 2 of 3 City Council reconvened at 9:00 p.m. into Regular Session after Executive Session.
