M I N U T E S The Plainview City Council met in Special Session on Tuesday, February 2, 1988, at 7:00 p.m., in the Council Chambers of City Hall, with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, Terry Clements, Don Dickson, Barbara Dorman, Bobby James and Tom Aday. Councilman Junior Brown was absent. Staff present: City Manager James P. Jeffers. News Media present were: Cathy Donahue - K.V.O.P. and Richard Orr - Plainview Daily Herald. Guest present were: and Johnny Roberts. Gina Billington, Jack Dickey, Carl Holland, Mayor Ridlehuber delivered the invocation and welcomed the guest. Mayor Ridlehuber stated the purpose of the Special Called Session was to review the preliminary data on the Personnel Audit. City Manager Jim Jeffers informed the Council that the City had. solicited bids in June, 1987, for this project with the project to review the following: job descriptions; job evaluation; salary survey; salary structure;~ personnel policy; employee attitude survey; performance evaluation; organizational structure; and training and implementation of the various programs. The bid was awarded to SMC, Inc. at a total price of $11,500.00, with the survey to be completed by December 31, 1987. SMC, Inc. had advised that due to unexpected complications of the existing salary table, the project had been delayed. At the City Council Pre-Session of' January 26, 1988, SMC, Inc. presented preliminary data which showed the cost for implementing recommendations as a result of a State Wide Survey as $169,000.00; West Texas Survey $178,000.00; and a "hybrid" survey $153,000.00. At the Pre-Session the City Council instructed SMC, Inc. to proceed with the completion of the results based on the State Wide Survey, which was believed to offer the most accurate picture. Councilman Bobby James stated there were many facets which needed to be examined more closely, one of them being the tax base and tax rate of the cities surveyed. He added he felt that the larger the tax base the more able a city was to pay higher salaries. 1 of 2 O0 After a lengthy discussion it was the consensus of the City Council to continue with the earlier agreed upon plan of action, with the final survey anticipated to be presented to the City Council at its Retreat on February 21, 1988. At that time the City Council would begin deliberations as to whether or not the Council agreed with the survey and whether or not the City could afford to implement said survey. The City Council reached a consensus that no additional information would be requested from SMC, Inc. other than that which was already scheduled to be provided. Councilwoman Dorman moved that the Meeting be adjourned. Motion was duly seconded by Councilman Clements and carried by a unanimous vote.
