HomeMy WebLinkAbout06 0420 minThe City Council met on Apdl 20, 2006, at the Plainview Convention Center, 2902 West 4t~ Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11!:27 a.m. on April 17, 2006. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, John N. Bertsch- District 4, Wendell Dunlap-District 6 and Roland Nash-Distdct 7. Councilmembers Belinda Pena-Distdct 3 and F~on Trusler-District 5 were absent. TI 2( B~ T~ ~uncilmembers Belinda Pena and Ron Trusler were granted excused absences. ~e Council and staff reviewed the agenda for the City Council meeting of April 25, 06. ice Clements, Engineer presented for consideration regarding the hike/bike trail, :DOT rebid the project after not receiving any bids on the first try. Three bids came in o~er budget this rims. Ajax Equipment Co. bid $1,823,510.85, SCR Construction Co., Inc. bid $1,856,108.18 and Amarillo Road Co. LP bid $2,147,586.35. Mr. Clements stated the Iow bid is 25.81% over cost estimate. He stated TxDOT is currently n~gotiating with the contractor to reduce the scope,of the project to match the budget. Tl~e funding amounl:s are as follows: Federal $1,~44,384.00, City $336,096.00 for a total project fundi~g of $1,680,480.00. Engin~,ering costs for the project are $,.05,295.52. He stated the scope must be reduced by $548,326.37. M '. Clements stated currently all TxDOT projects are running 25-40% over budget b~cause oil prices are high and unstable and there is a large volume of work available fo Crontractors to bidl. He also stated that the original cost estimate was based on 2001 prices. The staff's recommendation is to construct the trail from the east end of B~oadway Park to Quincy Street at a cost of $1,130,000.00 if such is acceptable to the bi Jder. It is also their recommendation that tlhe City apply for an additional tr~msportation enhancement grant to fund the west end of the trail. The Phase II pr ~jected costs would be a total of $1,191,000. G 'eg Ingham, City Manager stated there is currently a call out with applications being d~e by the 28th of this month. If the Council is interested in applying for this grant, City st ~ff will need to begin work on the application process immediately. It was the consensus of the Council to proceed with '[he construction of the trail from the e~st end of Broadway Park to Quincy Street and to apply for a grant later on when they b~come available again. 485 Ci Council Minutes April 20, 2006 Page 1 of 2 486 Mr. Ingham stated the item will be on the agenda for Tuesday night to formally accept the proposal. Jack Keller, Budget Manager presented the Quarterly Investment Report for the period from January 1, 2006 through March 31, 2006. The beginning book value is $19,871,010 and the ending book value is $20,858,778. The interest earned for this period is $248,401. Mr. Keller stated that as of March 31, the City's collateralized demand deposits were at 4,90%, with that figure changing to 5.15% the next day.
