The Plainview City Council met on August 8, 2006 at 7:00 p.m. in the City Council
Chambers of the Plainwew City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 3:45 p.m. on August 4 2006. Mayor John C. Anderson
presided Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-
District 2, Belinda Pena-District 3~ John N. Bertsch-District 4, Councilmember Ron
Trusler-District 5 and Roland Nash-District 7. Councilmember Wendell Dunlap -District
6 was absent.
Staff members present were: Greg Ingham-City Manager, John Castro-Director of
Community Services, Leslie Pearce-City Attorney, Joh~ Berry-Director of Public Works,
Gary Glass-Fire Chief, Will Mull-Police Chief, Dale Simpson-Civil Service Director, Jack
Keller-Budget Manager and Belinda Hinojosa-City Secretary.

Councilmember Roland Nash delivered the invocation.
Councilmember John N. Bertsch led in the Pledge of Allegiance.
Councilmember Tipton movec~ to adopt the consent calendar. The motion was duly
seconded by Councilmember Waggoner and carried by unanimous vote. Items
approved on the consent calendar included approval of the minutes of July 25, 2006
and August 3, 2006; the granting of an excused absence to Councilmember Wendell
Dunlap; the appointment of Belinda Pena as the Council's representative on the
Runningwater Draw Retired and Senior Volunteer Program Community Advisory
Grou p; and authorizing to execute the agreement with Williams, Meriwether & Smith
regarding audit services.
Greg Ingham, City Manager presented information on the vote to consider tax increase
for the City of Plainview. He stated the effective rate is 50.08¢. The budget presented
[o the Council includes a tax rate of 53.49¢, a .02¢ increase over last year's rate and
3.4¢ over the effective tax rate. The rollback rate is 55.37¢. It is up to the Council to
decide what rate is included in the City's notices. The rate in the motion tonight would
be the highest rate the City could impose for property taxes.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Pena moved to consider the adoption of the proposed tax rate of
53.49¢. at the meeting of the City Council on September 26, 2006 at 7:00 p.m. in lhe
City Council Chambers at City Hall. The motion was duly seconded ~)y Councilmember
Trusler.
Mayor Anderson asked for Council comment. There was no Council comment.
City Secretary Belinda Hinojosa asked for a record vote of the Counc~ with the Council
voting as follows:

· He stated two public hearings are required and it is his
~ndation that the first public hearing be held on August 22, 2006 at 7:00
qe Council Chambers; and that the second public heanng be held on
er 12, 2006 at 7:00 p.m. in the Council Chambers. Last year there was
~fusion regarding the public hearing on the tax rate so it is his
recommendation that budget hearings be held on the same dates so that if a
citizen cgmes by and wants to speak on the bLdget that would be allowed. He
stated the budget and tax rate will'be adopted at the September 26, 2006 Council
meeting.
There w~s no public comment. Councilmember Trusler moved that the first
public hffaring on the tax rate will be held on August 22, 2006 at 7:00 p.m. in the
Council Chambers at City Hall at 901 Broadway, Plainview, Texas. The second
