M I N U T E S
The Plainview City Council met in Regular Session on Tuesday,
February 23, 1988, at 7:30 p.m., in the Council Chambers of City
Hall with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements, Don
Dickson, Bobby James, Barbara Dorman, Junior Brown and Tom Aday.
Staff present were: James P. Jeffers, City Manager; Mike
McDonough Director of Municipal Services; Bill Hogge, Director of
Public Works; Norman Huggins, Director of Finance, Assistant City
Attorney David Blackburn, Roy Osborne, Chief of Police and City
Secretary Carla Reese.
News Media present: Richard Orr - Plainview Daily Herald and
Cathy Donahue - K.V.O.P.
Guest present were: N.C. & Rita Jenkins, Melvin Crayton, J.D.

Bill Hogge, Director of Public Works delivered the invocation.
Mayor E'.V. Ridlehuber welcomed the guest.
SWIMMING POOL. Consideration of request to re-open 16th Street
Swimming Pool. City Manager Jim Jeffers presented to the Council
and Public, the reasons leading up to the closing of 16th Street
Swimming Pool, noting the Council had made a decision in 1975, to
get out of the summer recreation activities. Thru, the past years
the various activities in the summer recreation program have been
phased out with 16th Street Pool being last of the summer
recreation programs. In August, 1987, the 16th Street Pool was
removed from the budget due to inadequate reserves, noting the
16th Street Swimming Pool had been operating at a loss for the
last two years. Sally Eaves spoke on behalf of many citizens
noting the loss of revenues on the 16th Street Pool had been less
the last two years than it had been in previous years and the
Parks Budget had increased with revenues going to other areas.
The citizens feel the swimming pool should be more of a City

service as opposed to the revenue reports. Mrs. Eaves made a
comment of 10 items to improve the operation of 16th Street
Swimming Pool: 1) appoint citizens committee; 2) family &
youth memberships; 3) open from first day out of school until
after Labor Day weekend; 4) longer pool hours, Tuesday -
Saturday, 1:00 to 8:30 p.m, Sunday 2:00 to 5:00 p.m.; 5)
parties, family nights and possibly senior citizens night; 6)
adult supervision and senior citizens for volunteer work; 7)
concession stand in alternate area; 8) three lifeguards on duty
plus 2 alternate lifeguards; 9) everyone in swim suit attire
must pay; 10) swimming lesson in morning hours. Mrs. Eaves
stated with these comments in mind, ask the City Council to
re-open the 16th Street Pool. Many other citizens of Plainview
spoke, with the consensus being to re-open the 16th Street Pool.
Mayor E.V. Ridlehuber asked the Council how they would like to
handle this matter. Councilman Terry Clements made a motion to
re-open the 16th Street Pool~ and amend the Budget to include
additional cost of the pool at a later City Council Meeting.
Motion was duly seconded by Councilwoman Barbara Dorman. Motion
carried with 5 ayes and 2 nays.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval noting the following items had been tabled, d) Boards,
Commissions and Committees Appointments and e) Street Light
Removal - Unit 3.

Resolution No. R88-110 entitled, "A Resolution of the City Council
of the City Council of the City of Plainview, Texas appointing
various individuals to serve on the various Boards, Commissions
and Committees of the City of Plainview."
e) STREET LIGHT REMOVAL UNIT 3. Resolution No. R88-108
entitled, "A Resolution of the City Council of the City of
Plainview, Texas authorizing the permanent removal of street
lights in "Unit 3" with the majority of such being located on Ash
Street." (tabled from City Council Meeting of February 9, 1988.)
f) HALE COUNTY CENTRAL APPRAISAL DISTRICT. (purchase
facilities). Resolution No. R88-111 entitled, "A Resolution of
the City Council of the City of Plainview, Texas approving the
acquisition of real property by the Hale County Appraisal District
pursuant to State Law."
g) ELECTION ORDINANCE. Ordinance No. 88-2741 entitled, "An
Ordinance calling and setting the Regular Municipal Election for
the City of Plainview, Texas, to be held on the first Saturday in

May of 1988, the same being the seventh day of the month, for the
election of (1) one Councilmember for Precinct 5 on the City
Council of the City of Plainview; (2) for the election of one
Councilmember for Precinct 6 on the City Council of the City of
Plainview; (3) for the election of one Councilmember for
Precinct 7 on the City Council of the City of Plainview; setting
date for run-off election; designating the place where said
election is to be held; appointing presiding official's thereof;
and declaring an emergency."
Councilwoman Barbara Dorman made a motion to approve the Consent
Calendar as stated. Motion was duly seconded by Councilman Don
Dickson and carried by unanimous vote.
Councilwoman Barbara Dorman made a motion to adjourn. Motion was
duly seconded by Councilman Tom Aday and carried by unanimous
vote.
There being no further business Mayor E.V. Ridlehuber adjourned
the Meeting at 8:45 p.m.
