CITY COUNCIL SPECIAL SESSION
FEBRUARY 29, 1988
K-BOB'S RESTAURANT
7:00 P.M.
MINUTES
The Plainview City Council met in Special Session on February 29,
1988, at K-Bob's Restaurant at 7:00 p.m. The purpose of said
Special Session was the "Fifth Monday Meeting", where the Cities
of Hale County as well as Hale County gathered to discuss common
needs and problems.
The Meeting was presided over by Plainview Mayor E.V. Ridlehuber,
with the following Councilmembers from the City of Plainview
present: Bobby James, Junior Brown, Don Dickson, Terry Clements,
and Barbara Dorman. The following Councilmembers were absent:
Tom Aday and Alton Jackson. City Manager, James P. Jeffers and
Fire/EMS Director, Joe Ferguson were also present. Representing
Hale County were: Judge Bill Hollars; and Commissioners Henry
Rieff, Homer Robertson, Nina Morris and James Belk.
Representing the City of Abernathy was Mayor Pete Thompson.
Representing Hale Center was Mayor Bob Brown.
Representing the City of Petersburg were Mayor Fox and City Manager
Jesse Nave.
Representing the Rural Fire Citizens Committee was Chairman Ralph
Culver.
Representing the South Plains Association of Governments was its
Executive Director Jerry Casstevens and Mrs. Jerry Casstevens.
Representing the Plainview Daily Herald was Richard Orr.
Invocation. Commissioner Henry Rieff delivered the invocation.
Mayor Ridlehuber called the Meeting to order and asked everyone to
introduce themselves.
911. South Plains Association of Governments Executive Director
Jerry Casstevens gave a report on the regionalized 911. After
much discussion no action was taken.
SETH WARD WATER IMPROVEMENT PROJECT. Hale County Commissioner
James Belk, stated that the Seth Ward Project had been funded and
it is expected that $385,000.00 will be awarded. The South Plains
Association of Governments, has currently initiated the
Environmental Impact Study and contracts are being prepared with
the Texas Department of Commerce. Steps are being taken to
advertise for an engineering firm and it would probably be
approximately one year before the system is operational and the
project would tentatively cover a ten block area. Judge Hollars,

inquired as to whether or not the City would allow individuals not
in the original area to tie on to the water lines which were being
installed. Plainview City Officials stated that the existing
policy of the City of Plainview, was not to extend water outside
of the City limits and that such would have to be reviewed and
possible exceptions made for the Seth Ward Project.
FIRE COB~ACT. A lengthy discussion was held on the Fire Contract
between the City of Plainview and Hale County with no decision
being made. Ralph Culver, presented a status report from the
Rural Citizens Fire Committee. Culver's report did not offer any
solutions to the ongoing debate.

the Meeting at 9:45 p.m.
