CITY COUNCIL MEETING

M I N U T E S
The Plainview City Council met in Regular Session on Tuesday,
March 8, 1988, at 7:30 p.m., in the Council Chambers of City Hall
with with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements, Bobby
James, Barbara Dorman, and Junior Brown. Councilmember Don
Dickson was absent.
Staff present were: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Norman Huggins, Director of Finance;
Johnnie Ballew, Director of Public Safety; Roy Osborne, Chief of
Police and City Secretary Carla Reese.

Councilman Junior Brown delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
AUSTIN HEIGHTS. General discussion. Russell Robinson, presented
to the Council the opening of a street from 21st to Columbia to
Givens Street for an easier and accessible way into the Austin
Heights Addition. Other citizens from the Austin Heights Addition
spoke out for more accessible travel and more than two ways to and
from the Austin Heights Addition. Citizens of the Austin Heights
Addition were also concerned with the pollution the Moat Mill was
causing. Mayor and Council advised the citizens of Austin Heights
that the pollution of the Moat Mill had been checked into, and a
letter from Councilman Alton Jackson, had been sent to residents
of the Austin Heights Addition, advising when the pollution was
occurring to contact the Texas Air Control Board, and the
telephone number where they could be contacted, as the Texas Air
Control Board had to see the pollution from the Moat Mill in
operation in order to take any action. Council advised staff to
review the construction of a street into the Austin Heights
Addition, and present the information back to the Council within
30 to 45 days.

SPS RATE REDUCTION. Mayor E.V. Ridlehuber presented Ordinance No.
88-2744 entitled, "An Ordinance approving a decrease in the rates
which may be charged by Southwestern Public Service Company in the
City of Plainview, Texas; providing for an effective date for
such rates; and providing for emergency passage." Mayor E.V.
Ridlehuber noted he had served on the Steering Committee, and that
this rate reduction would be a reimbursement to the Southwestern
Public Service customers of $14.4 million, or a 3% overall
reduction. Allan Higgins of Southwestern Public Service, noted he
was pleased to bring this rate reduction before the Council and
asked for approval of this ordinance in order to pass the savings
onto the public. Councilman Tom Aday, made a motion to accept
Ordinance No. 88-2744 on first and final reading. Motion was duly
seconded by Councilman Junior Brown, and carried by a unanimous
vote.
SWIMMING POOL. Ordinance No. 88-2743 entitled, "An Ordinance of
the City Council of the City of Plainview, Texas amending the
1987-1988 Budget of the City of Plainview; appropriating
additional funds from the General Fund; increasing revenues of
the General Fund and declaring an emergency." Sally Eaves, spoke
thanking the Council for their help in re-opening the 16th Street
Swimming Pool, and noting she was ready to start helping with a
citizens committee. Councilman Terry Clements, made a motion to
approve Ordinance No. 88-2743 on first and final reading. Motion
was duly seconded by Councilman Tom Aday, and carried by a
unanimous vote.
STREET $OUT~rWEST - ALPINE - ONE-WAY. Johnnie Ballew, Director of
Public Safety presented Ordinance No. 88-2745 entitled, "An
Ordinance designating a portion of Southwest Alpine Drive to be a
one-way street for motor vehicle traffic in the City of Plainview,
Texas providing for a penalty and providing for the passage of
such Ordinance as an emergency." Mr. Ballew, noted he had
received complaints from Mr. McNutt, the principal at Hillcrest
School, and parents of children who attend Hillcrest School,
concerning the traffic congestion at the School. To improve this
situation, if Southwest Alpine is made a one-way street going
south the traffic flow would move more freely and with less
congestion. Councilwoman Barbara Dorman, made a motion to approve
Ordinance No. 88-2745 on first and final reading. Motion was duly
seconded by Councilman Terry Clements, and carried by unanimous
vote.
PARKING. Johnnie Ballew, Director of Public Safety presented
Ordinance No. 88-2746 entitled, "An Ordinance prohibiting the
parking, stopping or standing of any motor vehicle on a portion of
Southwest Alpine Drive, Plainview, Texas; providing a penalty and
providing for the passage of such Ordinance as an emergency." Mr.
Ballew, noted that with parking on both sides of Alpine Drive
there is not enough room for vehicles to get through the street,
therefore, if parking is limited to the South side of Alpine Drive
there should be no problem with traffic traveling along the
street. Councilwoman Barbara Dorman, made a motion to approve

Ordinance No. 88-2746 on first and final reading. Motion was duly
seconded by Councilman Junior Brown, and carried by a unanimous
vote.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval, noting item d) Boards, Commissions and Committee
Appointments is tabled, and item e) Street Light Discontinuance -
Unit 3 - Ash be removed from the Consent Calendar for further
discussion.

No. R88-108 entitled, "A Resolution of the City Council of the
City of Plainview, Texas authorizing the permanent removal of
street lights in "Unit 3" with the majority of such being located
on Ash Street."
e) BOARDS, COMMISSIONS AND COMMITTEES APPOINTMENTS.
Resolution No. R88-110 entitled, "A Resolution of the City Council
of the City of Plainview, Texas appointing various individuals to
serve on the various Boards, Commissions and Committees of the
City of Plainview. (Tabled from City Council Meeting of February
23, 1988).
f) TRAFFIC SAFETY COMMITTEE - REPEAL. Ordinance No.
88-2742 entitled, "An Ordinance repealing Article 2, Division 2
Sections 23-31 through 23-42, "traffic safety committee", of the
Plainview City Code and; providing for an effective date."
Councilman Tom Aday made a motion to approve the Consent Calendar
as stated. Motion was duly seconded by Councilman Terry Clements
and carried by a unanimous vote.
STREET LIGHT DISCONTINUANCE - UNIT 3 - ASH. City Manager, Jim
Jeffers, presented Resolution No. R88-108 entitled, "A Resolution
of the City Council of the City Council of the City of Plainview,
Texas authorizing the permanent removal of street lights in Unit 3
with the majority being located on Ash Street", noting the primary
reason for street lights is traffic safety, not security reasons.
With Ash Street not being a major thoroughfare the lights have
been discontinued except at major intersections. It was noted the
City has received six complaints and inquires concerning the
streets lights on Ash Street. Councilman Terry Clements, made a
motion to turn the lights back on on one side of Ash Street and at
each intersection. Motion was duly seconded by Councilman Bobby
James. Motion did not carry with two ayes and four nayes.
Councilman Tom Aday, made a motion to approve Resolution No.
R88-108 as written. Motion was duly seconded by Councilman Junior
Brown, and carried by unanimous vote.

Councilwoman Bar.bara Dorman, made a motion to adjourn. Motion was
duly seconded by Councilman Terry Clements, and carried by a
unanimous vote.
There being no further business Mayor E.V. Ridlehuber, adjourned
the Meeting at 8:15 p.m;
