MINUTES The Plainview City Council met in Regular Session, on Tuesday, July 12, 1988, at 7:30 P.M. in the Council Chamber of City Hall with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: AltOn Jackson, Terry Clements, Bobby James, Barbara Dorman, Junior Brown and Ross Owen. Absent was Councilman Don Dickson. Staff present were: James P. Jeffers, City Manager; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; Roy Osborne, Chief of Police; David Witcher, Administrative Intern and City Secretary Carla Reese. News media present: Richard Orr - Plainview Daily Herald. Guest present: District. Richard Watson of Plainview Independent School David Witcher delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. PLAINVIEW INDEPENDENT SCHOOL DISTRICT. SUBDIVISION REGULATIONS - BUILDING PERMIT VARIANCE - PISD. Mayor E.V. Ridlehuber presented Resolution No. R88-162. A Resolution of the City Council of the City of Plainview, TeXas, granting a variance from the Subdivision Ordinance by allowing the issuance of the building permit for the construction of a new Pre-K thru 4 Elementary School on South Ennis Street prior to completion of the platting process. Motion was made by Councilwoman Barbara Dorman to adopt Resolution No. R88-162. Motion was duly seconded by Councilmember Junior Brown and carried by a unanimous vote. STREET PAVING - ENNIS. Mayor E.V. Ridlehuber presented Resolution No. R88-163. A Resolution of the City Council of the City of Plainview, Texas authorizing the Mayor to execute the necessary agreements with property owners on South Ennis and the Plainview Independent School District in order to complete, in a timely fashion, the paving of South Ennis in order to serve a Pre-K thru 4 Elementary School. Councilmember Terry Clements made a motion to adopt Resolution No. R88-163 subject to final approval on agreements between the City and Plainview Independent School District. Motion was duly seconded by Councilmember Bobby James and carried by unanimous vote. 1 of 3 O0 11i BUDGET AMENDMENT - WATER DISTRIBUTION. Ordinance No. 88-2754. First Reading. An Ordinance of the City Council of the City of Plainview, Texas, amending the 1987-1988 Budget of the City of Plainview; and appropriating additional funds from the water and sewer utility fund. Bill Hogge, Director of Public Works, noted with the passage of the ordinance amending the Budget it would enable the City to initiate a water line cleaning project, which would help to maintain adequate water pressure for the citizens of Plainview. Councilmember Junior Brown made a motion to adopt Ordinance No. 88-2754 on the first reading. Motion was duly seconded by Councilmember Terry Clements and carried by unanimous vote. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval noting items d) PLUMBING BOARD - APPOINTMENT; e) BOARD OF ADJUSTMENT - APPOI~S; g) HUMAN RELATIONS COMMISSION - APPOINT~RNT; and h) PLANNING BOARD AND ZONING COMMISSION - APPOINT~F. NT have been tabled. 5) CONSENT CALENDAR- a) Minutes b) Department Reports c) Budget Expenditures tabled d) PLUMBING BOARD - APPOINTWRNT. Resolution No. R88-135. A Resolution of the City Council of the City of Plainview, Texas appointing an individual to serve on the Plumbing Board of the City of Plainview. (tabled from last Meeting) tabled e) BOARD OF ADJUSTMENT - APPOINTMENTS. Resolution No. R88-158. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Board of Adjustment of the City of Plainview. (tabled from last Meeting) f) AIRPORT - FEDERAL AVIATION ADMINISTRATION LEASE. Resolution No. R88-161. A Resolution of the City Council of the City of Plainview, Texas authorizing Mayor E.V. Ridlehuber to execute Supplemental Agreement No. 1 entitled Lease No. DTFAO7-84-L-01031. tabled g) HUMAN RELATIONS COMMISSION - APPOINT~RNT. Resolution No. R88-164. A Resolution of the City Council of the City of Plainview, Texas appointing individuals to serve on the Human Relations Commission of the City of Plainview. (tabled from last Meeting) tabled h) PLANNING BOARD AND ZONING COMMISSION - APPOINTMENT. Resolution No. R88-165. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Planning Board and Zoning Commission of the City of Plainview. A Resolution of the City Council of the City of Plainview, Texas awarding a bid for one trailer mounted high pressure sewer cleaning machine. j) BID - REFUSE PACKER BODY. Resolution No. R88-167. A Resolution of the City Council of the City of Plainview, Texas awarding the bid for a refuse packer body. Motion was made by Councilwoman Barbara Dorman to approve the Consent Calendar as stated. Motion was duly seconded by Councilmember Junior Brown and carried by unanimous vote. 6) ~X~C~IV~ SESSION. Executive Session to discuss pending and contemplated litigation as authorized by Article 6252-17 Section 2(e). (Alexander v. City of Plainview) (Ballard Subdivision) 7) SUBDIVISION - BALLARD. Resolution No. R88-160. A Resolution of the City Council of the City of Plainview, Texas authorizing the City Attorney's Office to take action within the parameters discussed in Executive Session pursuant to contemplated litigation. (tabled from last Meeting) Mayor E.V. Ridlehuber announced Executive Session would not be held, therefore, Resolution No. R88-160 is tabled. ADJOURNMENT. Motion was made by Councilwoman Barbara Dorman to adjourn. Motion was duly seconded by Councilman Alton Jackson and carried by unanimous vote. There being no further business Mayor E.V.
