MINUTES The Plainview City Council met in Regular Session on Tuesday, July 26, 1988, at 7:30 p.m. in the Council Chambers of City Hall with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown and Ross Owen. Staff present: James P. Jeffers, City Manager; Bill Hogge, Director of Public Works; Mike McDonough, Director of Municipal Services; David. Blackburn, City Attorney; Roy Osborne, Chief of Police and City Secretary Carla Reese. News Media present: Richard Orr - Plainview Daily Herald, Ken Halbleib and Wes Naron - K.V.O.P. Guest present: Jerry Hinnekamp, Jack Owswald, Juanita McElroy, Martha Pitts, Robert R. Pitts, James Robinson, Bruce Crawford, E. STREET LIGHT DISCONTINUANCE - UNIT 2 - BROADWAY STREET. Reconsideration of Resolution No. R88-151. A Resolution of the City Council of the City of Plainview, Texas authorizing the permanent removal of street lights in "Unit 2", on Broadway Street. Bruce Crawford, 1315 Pleasant Hill Drive spoke as President and on behalf of the Plainview Downtown Association, noting they had concerns for the safety and security of their property along with the progression of Plainview since the lights being discontinued. Crawford presented the Mayor and Council petitions with 986 signatures stating that each person who signed the petition was against the street lights being discontinued in Downtown Plainview. Others speaking against the lights being 1 of 3 discontinued mainly for the purpose of safety were, Joyce Stambaugh, 1009 Fir, Ruther Faulks, 2519 Hoyle, Perry Franks, 1606 W. 7th, Beryl Reagan, 1505 Portland, Bettye Hunnbaker, 601 Parkway, Paul Holdridge, 310 Juanita, Tommie Johnson, 3610 Grandview Dr., Larry Shackleford, 2901 Mesa, Jess West, 1000 Navasota, Jerry Hinnenkamp, President, Plainview Industrial Foundation, P.O. Box 1757, Pete McDonald, 1404 S. Columbia, Steve Hurt, 1000 West llth, Marie Mangum, 311 Ash Street, Lynn Kirchhoff, Route 2, James Thomas, ~507 Milwaukee, Mrs. Frank Phelan Jr., 1906 Ennis, June Wason, 903 Milwaukee, John Speck, 1111 Itasca. councilmember Terry Clements made a motion to rescind Resolution No. R88-151. Motion was duly seconded by Councilmember Don Dickson and carried 4 ayes and 3 nays. Councilmembers Alton Jackson, Terry Clements, Don Dickson and Junior Brown voting for rescinding Resolution No. R88-151. Councilmembers Bobby James, Barbara Dorman and Ross Owen voting against rescinding Resolution No. R88-151. STREET LIGHT DISCONTINUANCE - PERMANENT - UNIT 7 SCHOOL LIGHTS. Resolution NO. R88-170. A Resolution of the City Council of the City of Plainview, Texas permanently discontinuing lighting in "Unit 7", primarily lights around schools. Councilwoman Barbara Dorman made a motion to table Resolution No. R88-170. Motion was duly seconded by Councilmember Terry Clements and carried by unanimous vote. SUBDIVISION - LA MESA PRELIMINARY PLAT. Bill Hogge, Director of Public Works presented to the Council Resolution No. R88-168. A Resolution of the City Council of the City of Plainview, Texas approving the preliminary plat of La Mesa Subdivision, Unit No. 1, Plainview, Hale County, Texas noting this plat had been presented to the Planning and Zoning Commission and they have made the following recommendations, right-of-way on Ennis should be 100' in the width the entire length, S.W. 7th, should become S.W. 8th, building setback line be 35', S.W. 5th and S.W. 8th Street be lengthened 10', Ennis & Garland be lengthened 10'. Councilmember Bobby James made a motion to approve Resolution No. R88-168 with one exception, building set back line be 50' instead of 35'. Motion was duly seconded by Councilmember rJunior Brown and carried by unanimous vote. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval noting items d) Planning Board - Appointment, e) Board of Adjustment - Appointments, f) Human Relations .Commission - Appointment and g) Planning Board and Zoning Commission - Appointment have been tabled. A Resolution of the City Council of the City of Plainview, Texas appointing an individual to serve on the Plumbing Board of the City of Plainview. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Board of Adjustment of the City of Plainview. A Resolution of the City Council of the City of Plainview, Texas appointing individuals to serve on the Human Relations Commission of the City of Plainview. (tabled from last Meeting) tabled g) PLANNING BOARD AND ZONING COMMISSION - APPOINTMENT. Resolution No. R88'165. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Planning Board and Zoning Commission of the City of Plainview. (tabled from last Meeting) EXECUTIVE SESSION. Councilmember Don Dickson made a motion to adjourn into Executive Session. Motion was duly seconded by Councilmember Terry Clements and carried by unanimous vote. Meeting adjourned into Executive Session at 9:14 p.m. Mayor E.V. Ridlehuber reconvened the meeting from Session at 9:50 p.m. Executive SUBDIVISION - BALLARD. CouncilWoman Barbara Dorman made a motion that Resolution No. R88-160, A Resolution of the City Council of the City of Plainview, Texas authorizing the City Attorney's Office to take action within the parameters discussed in Executive Session pursuant to contemplated litigation, be tabled. Motion was duly seconded by Councilmember Junior Brown and carried by unanimous vote. ADJOURNMENT. Councilmember Barbara Dorman, made a motion that the meeting be adjourned. Motion was duly seconded by Councilmember Junior Brown and carried by unanimous vote. There being no further business Mayor E.V. Ridlehuber adjourned the meeting at 9:50 p.m. E.V.
