CITY COUNCIL MEETING

MINUTES
The Plainview City Council met in Regular Session on Tuesday,
September 13, 1988, at 7:30 p.m., in the Council Chambers of City
Hall with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements, Don
Dickson, Bobby James, Barbara Dorman, Junior Brown and Ross Owen.
Staff present: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Mike McDonough, Director of Municipal
Services; David Blackburn, City Attorney; Roy Osborne, Chief of
PoliCe; and Carla Reese, City Secretary.
News media present: Richard Orr - Plainview Daily Herald and
Steven Smith, KVOP/KATX.
Guest present: Helen Fields, Waylon Fields, Tom Longnecker,
Steven Smith, Jesus Rios, R.E. Horne, Jr., J.L. West, Tiff
Worthan, Albert Perez, Steve and Betty Hurt, Barbara Parker,
Virgie Bannister, Sam Bannister, Manuel Ayers, Kevin Flatt,
Jerry Hinnenkamp, Tommie Prather, Raymond Prather and James

Mayor E.V. Ridlehuber welcomed the guest.
PUBLIC tlKARING. 1988-1989 Proposed Budget. Jim Jeffers, City
Manager presented the major summary sheets on the proposed Budget
for the 1988-1989 year noting it is scheduled to be adopted by the
City Council on September 27, 1988. Motion was made by
Councilmember Barbara Dorman to call for a public hearing. Motion
was duly seconded by Councilmember Junior Brown and carried by
unanimous vote. No citizens spoke for or against the proposed
Budget. Motion was made by Councilmember Terry Clements to close
the public hearing. Motion was duly seconded by Councilmember
Alton Jackson and carried by unanimous vote.
PUBLIC HEARING. City Park 12th and Smyth. Mike McDonough,
Director .of Municipal Services presented the proposed parking lot
expansion at the Senior Citizen Center from 41 parking spaces to
86 parking spaces. Mike McDonough, Director of Municipal Services
noted the public hearing was being called to get the input from
the citizens in regard to approximately 1,700 sq. ft. of park area
which would have to be taken to provide the additional parking
area. Motion was made by Councilmember Don Dickson to call a
Public Hearing. Motion was duly seconded by Councilmember Barbara
Dorman and Carried by unanimous vote. No citizens spoke for or
against the taking in of park grounds for additional parking at

the Senior Citizen Center. Motion was made by Councilmember Terry
Clements to close the public hearing. Motion was duly seconded by
Councilmember Don Dickson and carried by unanimous vote.
PLAINVIEW INDUSTRIAL FOUNDATION. Jerry Hinnenkamp presented to
the Council a review of the operations and activities of the
Industrial Foundation. He noted this date there had been a
meeting between himself, Jim Jeffers, a representative from the
Texas Department of Commerce and James Belk outlining the benefits
of an enterprise zone to recruit more new business into Plainview.
Another meeting between himself, Jennie James who is associated
with the Contract Procurement Center and Dr. James Duvall of
Wayland was held to study the direction of a Contract Procurement
Center, which would help local businesses in participating in the
bidding process for more federal grant money. Hinnenkamp also
noted that a large food processing company was looking to possibly
locate in Plainview and had set a second site tour to this
community, as well as to Hereford, and it looks like Hereford and
Plainview are the two top contenders for the company. It was also
noted by Hinnenkamp that he had pledged more willingness,
initiative and service of the Industrial Foundation to Judge
Hollars, ~County Commissioners and outlying areas of the community.
ANNEXATION - HORNE. Resolution No. R88-180. A Resolution of the
City Council of the City of Plainview, Texas, accepting a petition
for the annexation of a tract of land into the City of Plainview.
Mike McDOnough, Director of Municipal Services noted Mr. Horne had
submitted a petition for voluntary annexation on property located
at the corner of Westridge Road and Mesa Drive. McDonough
recommended that the Council accept this petition for annexation
advising that the Planning and Zoning Commission also recommends
the annexation, and that Mr. Horne would be required to meet all
the Subdivision and Zoning requirements and have all the building
permits that are required. Motion was made by Councilmember
Barbara Dorman to adopt Resolution No. R88-180. Motion was duly
seconded by Councilmember Bobby James and carried by unanimous
vote.
ANNEXATION - PUBLIC HEARING. Horne annexation. Councilmember Don
Dickson made a motion to call a public hearing. Motion was duly
seconded by Councilmember Terry Clements and carried by unanimous
vote. No citizens spoke for or against the annexation.
Councilmember Barbara Dorman made a motion to close the public
hearing. Motion was duly seconded by Councilmember Terry Clements
and carried by unanimous vote.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval noting items d) Plumbing Board - Appointment, e) Human
Relations Con~nission - Appointment and f) Board of Adjustment -

g) PLAINVIEW/HALE COUNTY INDUSTRIAL FOUNDATION. Resolution
No. R88-181. A Resolution of the City Council of the City of
Plainview, Texas, authorizing the Mayor to execute a contract for
services with the Plainview/Hale County Industrial Foundation.
h) SENIOR CITIZENS - PARKING LOT. Resolution No. R88-182.
A Resolution of the City Council of the City of Plainview, Texas,
authorizing financial participation, as well as providing labor
for construction of a parking lot adjacent to the Senior Citizens
Facility located in a City Park at the intersection of 12th and
Smyth.
i) AUDIT - 1987-88. Resolution No. R88-183. A Resolution
of the City Council of the City of Plainview, Texas, selecting an
auditor to complete the 1987-88 Fiscal Year Audit.
j) SUBDIVISION REGULATIONS - BUILDING PERMIT - HORNE.
Resolution No. R88-184. A Resolution of the City Council of the
City of Plainview, Texas, granting issuance of a building permit
in accordance with Section 6 of the Plainview Zoning Ordinance on
temporarily zoned property and granting a variance from the
Subdivision Ordinance by allowing the issuance of the said permit
for the construction of a residence on newly annexed property
located on Westridge Road prior to the completion of the zoning
and platting process.
k) ANNEXATION - HORNE. Ordinance No. 88-2755. An Ordinance
providing for the extension of certain boundary lines of the City
of Plainview, Texas, and the annexation of a certain tract of
land, which said tract lies adjacent to and adjoins the present
limits of the City of Plainview, Texas and within the
extra-territorial jurisdiction of said City.
1) BUDGET ANF. NDNRNT - SENIOR CITIZENS PARKING LOT.
Ordinance No. 88-2756. First reading. An Ordinance of the City
Council of the City of Plainview, Texas, amending the 1987-1988
Budget of the City of Plainview; and appropriating additional
funds from the General Fund.

m) PLANNING BOARD AND ZONING COMMISSION - APPOINT~RNT.
Resolution No. R88-185. A Resolution of the City Council of the
City of Plainview, Texas, appointing individuals to serve on the
Planning Board and Zoning Commission of the City of Plainview.
n) BID - DUMP TRUCK BEDS. Resolution No. R88-186. A
Resolution of the City Council of the City of Plainview, Texas,
awarding bids for dump truck beds in the Street Department and
Water and Sewer Maintenance Department.
8) EXECUTIVE SESSION. Executive Session to discuss pending and
contemplated litigation as authorized by Article 6252-17 Section
2(e). (Alexander v. City of Plainview) (Water and Sewer Extension
Ordinance). Executive Session to discuss personnel as authorized
by Article 6252-17 Section 2(g). (Pay scale for Directors,
Department Heads and Foremen).
9) BUDGET A~RNDNRNT - PERSONNEL. Ordinance No. 88-2759. An
Ordinance amending the Budget of the City of Plainview for the
fiscal year October 1, 1987 thru September 30, 1988 by making
certain changes in funds in specific amounts as more fully
ascribed herein; providing for an effective date; and declaring
an emergency.
Councilmember Barbara Dorman made a motion to adopt the Consent
Calendar as stated. Motion was duly seconded by Councilmember
Junior Brown and carried by unanimous vote.
EXECUTIVE SESSION. Councilmember Terry Clements made a motion to
adjourn into Executive Session. Motion was duly seconded by
Councilmember Ross Owen and carried by unanimous vote. Meeting
adjourned into Executive Session at 8:10 p.m.
BUDGET A~RND~NT - PERSONNEL. Ordinance No. 88-2759. An
Ordinance amending the Budget of the City of Plainview for the
fiscal year October 1, 1987, thru September 30, 1988, by making
certain changes in funds in specific amounts as more fully
ascribed herein; providing for an effective date; and declaring
an emergency. Councilmember Barbara Dorman made a motion that
Ordinance No. 88-2759 be rejected. Motion was duly seconded by
Councilmember Terry Clements and carried by a unanimous vote.
ADJO~NT. Councilmember Barbara Dorman made a motion that the
meeting be adjourned. Motion was duly seconded by Councilmember
Terry Clements and carried by a unanimous vote. There being no
