MINUTES The Plainview City Council met in Regular Session on Tuesday, September 27, 1988, at 7:30 p.m., in the Council Chambers of City Hall with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown and Ross Owen. Staff present: James P. Jeffers, City Manager, Bill Hogge, Director of Public Works; Mike McDonough, Director of Municipal Services; David Blackburn, City Attorney; Norman Huggins, 'Director of Finance; Roy Osborne, Chief of Police and Carla Reese, City Secretary. News media present: Richard Orr - Plainview Daily Herald and Steven Smith, KVOP/KATX. Guest present: K. Taylor, Albert Perez and Jack Dickey. Councilmember Terry Clements delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Mayor E.V. Ridlehuber presented Councilmember Bobby James with a proclamation for his dedication of serving as President of South Plains Association of Governments. TAX LEVY. Ordinance No. 88-2761. Second and final reading. An Ordinance levying municipal ad valorem taxes for the City of Plainview, Texas, for the year 198.9, and directing the assessment and collection thereof. Councilmember Terry Clements made a motion to adopt Ordinance No. 88-2761. Motion was duly seconded by Councilmember Barbara Dorman and carried by unanimous vote. BUDGET. Ordinance No. 88-2760. Second and final reading. An Ordinance adopting and approving the Budget for the fiscal year beginning October 1, 1988, and terminating September 30, 1988, and making appropriations for each department project and account. Councilmember Terry Clements made a motion to adopt Ordinance No. 88-2760. Motion was duly seconded by Councilmember Barbara Dorman and carried by unanimous vote. Mayor E.V. A ResOlution of the City Council of the City of Plainview, TeXas, appointing individuals to serve on the Human Relations Commission of the City of Plainview. (tabled from last Meeting) TABLED f) BOARD OF ADJUSTMENT - APPOINTMENTS. Resolution No. R88-179. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Board of Adjustment of the City of Plainview. g) BUDGET A/~RWI~T - SENIOR CITIZENS PARKING LOT. Ordinance No. 88-2756. Second and final reading. An Ordinance of the City of Plainview~ Texas, amending the 1987-1988 Budget of the City of Plainview; and appropriating additional funds from the General Fund. h) AIRPORT. Resolution No. R88-189. A Resolution of the City CoUncil of the City of Plainview, Texas, authorizing the Mayor to execute necessary contracts in order to complete construction of various improvements at the Plainview/Hale County Airport. i) ~RALT~ DEPARTMENT - TEXAS DEPARTMENT OF HEALTH COld. ACT. Resolution No. R88-190. A Resolution of the City Council of the City of Plainview, Texas, authorizing the Mayor to execute TDH Document No. C9000552. ,j) RETIREMENT - TMP~. Ordinance No. 88-2762. First reading. An Ordinance authorizing and allowing, under the act governing the Texas Municipal Retirement System, "Updated Service Credits" in said system for service performed by qualifying members of such system who presently are in the employment of the City of Plainview; providing for increased prior and current service annuities for retirees and beneficiaries of deceased retirees of the City; and establishing an effective date for such actions. k) COMPLAII~T PROCEDURES. Resolution No. R88-188. A Resolution of the City Council of the City of Plainview, Texas, adopting a citizen complaint procedure, pertaining to community development block grant funds. 2 of 3 Councilmember Junior Brown made a motion to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Don DicksOn and carried by unanimous vote. EXEC~IVE SESSION. Executive Session to discuss pending litigation as authorized by Article 6252-17 Section 2(e). (Alexander v. City of Plainview) Councilmember Barbara Dorman made a motion to adjourn into Executive Session. Motion was duly seconded by COuncilmember Ross Owen and carried by unanimous vote. Meeting adjourned into Executive Session at 7:40 p.m. Mayor E.V. Ridlehuber reconvened the meeting from Executive Session at 8:11 p.m. ADJO~. Councilmember Don Dickson made a motion the meeting be adjourned. Motion was duly seconded by Councilmember Terry Clements and carried by unanimous vote. There being no further business, Mayor E.V.
