COUNCIL CHAMBERS 7:30 P.M.
MINUTES
The Plainview City Council met in Special Session on Tuesday,
October 18, 1988, at 7:30 p.m., in the Council Chambers of City
Hall with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements,
Bobby James, Junior Brown and Ross Owen. Councilmembers Barbara
Dorman and Don Dickson were absent.
Staff present: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Mike McDonough, Director of Municipal
Services; David Blackburn, City Attorney; Jerry Austin,
Assistant Chief of Police; and Carla Reese, City Secretary.
News media present: Phillip Hamilton - Plainview Daily Herald and
Steven Smith KVOP/KATX.
Guest present: K. Taylor, T.C. Wall, Peggy Wall, Bill Cookston,
Rozylyn Cookston, Nina Morris, Mr. & Mrs. Jack James, Ronnie and
Kay Shannon, Kay McMahon, Jim Porter, Rudd Owen, Tom Aday,
Wilson Daffern, Albert Perez and Gerald White.
Mayor E.V. Ridlehuber delivered the invocation and welcomed the
guest.
ANNEXATION - PUBLIC HEARING. Councilmember Junior Brown made a
motion to call a Public Hearing. Motion was duly seconded by
Councilmember Ross Owen and carried by unanimous vote. Speaking
in favor of the annexation was Jim Porter, 203 S. Garland. Those
speaking against~ the annexation were Lanny Voss, Attorney, who is
representing 84 Lumber, James Brothers Implement and Jack James,
and T.C. Wall, 1310 Itasca. Motion was made by Councilmember
Terry Clements to close the Public Hearing. Motion was duly
seconded by Councilmember Alton Jackson and carried by unanimous
vote.
ANNEXATION - SERVICE PLAN. Resolution No. R88-202. A Resolution
of the City Council of the City of Plainview, Texas, adopting a
Service Plan for the proposed annexation of an area North of State
Highway No. 194 and West of Interstate Highway No. 27. Motion was
made by Councilmember Terry Clements to adopt Resolution No.
R88-202. Motion was duly seconded by Councilmember Alton Jackson
and carried by unanimous vote.
ADJO~. Motion was made by Councilmember Terry Clements that
the Meeting be adjourned. Motion was duly seconded by
Councilmember Junior Brown and carried by unanimous vote. There
being no further business Mayor E.V. Ridlehuber adjourned the
meeting at 7:53 p.m.
