MINUTES The Plainview City Council met on Thursday, October 20, 1989, at 11:30 A.M., at the Plainview Club, with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Junior Brown, Barbara Dorman, Bobby James,and Ross Owen. Councilmembers Alton Jackson, Terry Clements and Don Dickson were absent. Staff present: James P. Jeffers, City Manager; Mike McDonough, Director of Municipal Services; David Blackburn, City Attorney; Bill Hogge, Director of Public Works; and City Secretary, Carla Reese. News Media Present: Steven Smith - KVOP/KATX. Guest Present: JOhn Williams and Norman Wright of Canadian River Municipal Water Authority. The City Council reviewed the following agenda items for the upcoming meeting on October 25, 1988. 1) INVOCATION (Bobby James) 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meetings Law. ALL MATTERS UNDER ITEM 6 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. Resolution No. R88-135. A Resolution of the City Council of the City of Plainview, Texas, appointing an individual to serve on the Plumbing Board of the City of Plainview. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Board of Adjustment of the City of Plainview. (tabled from last meeting) f) HUMAN RELATIONS COMMISSION - APPOINT~9~'. Resolution No. R88-199. A Resolution of the City Council of the City of Plainview, Texas, appointing an individual to serve on the Human Relations Commission of the City of Plainview. (tabled from last meeting) g) REVOLVING LOAN FUND - ECONOMIC DEVELOPMENT. Resolution No. R88-203. A Resolution of the City Council of the City of Plainview, Texas, establishing a Revolving Loan Fund for economic development in accordance with Title I of the Housing and Community Development Act of 1974, as amended. h) BUILDING CODE. Ordinance No. 88-2757. First Reading. An Ordinance making provisions for the adoption of the 1988 Edition of the Uniform Building Code, Volume 1, with certain amendments thereto and directs the publication of this Ordinance, and establishes penalty provisions and provides for an effective date, and repeals Ordinance No. 86-2642. i) SIGN CODE. Ordinance No. 88-2758. An Ordinance regulating and controlling the design, quality of materials, construction, location, electrification and maintenance to all signs and sign structure not located within a building, provides for the adoption of the 1988 Edition of the Uniform Sign Code, with certain amendments thereto and directs the publication of the caption of this Ordinance and establishes a penalty provision and repeals Ordinance No. 86-2643. j) BUDGET AMEN~4E~T - HOTEL/MOTEL TAX. Ordinance No. 88-2764. First Reading. An Ordinance of the City Council of the City of Plainview, Texas, amending the 1988-89 Budget of the City of Plainview; appropriating additional funds from the Hotel/Motel Tax Reserve Fund. k) FIRE CODE. Ordinance No. 88-2765. First Reading. An Ordinance of the City of Plainview regulating and controlling the maintenance of building and premises; to safeguard life, health, property and public welfare by regulating the storage, use and handling of dangerous and hazardous materials, substances and processes, and by regulating the maintenance of adequate egress facilities, providing for the repealing of Ordinance No. 86-2650 of the City of Plainview, providing for the adoption of the Uniform Fire Code, 1988 Edition, as copyrighted in 1988; the International Conference of Building Officials of Whittier, California, providing for certain amendments thereto; providing penalties for the violation thereof; providing a severability clause; directing publication of the descriptive caption of this Ordinance, together with the penalty provisions, and providing an effective date of this Ordinance. 2 of 3 O0 177 1) BALLARD SUBDIVISIONS. Resolution No. R88-204. A Resolution of the City Council of the City of Plainview, Texas, approving the final plat of Ballard Subdivision, Unit No. 1 Revised, Hale County, Texas. 4. ADJOURNMENt. Canadian River Municipal Water Authority. John Williams, President of the Canadian River Municipal Water Authority presented a review of yield projections. It was noted that the normal water supply for Plainview was 1,238 million gallons of water, which resulted in a 3.691 percentage share of water supply of all member cities. A recent study to seek methods for establishing alloCations of water supply to member cities, based on future demands and levels of reservoir storage was conducted by a HDR Infrastructure of Austin, a consulting firm. Due to numerous uncertainties in the study the Board of Directors of the Canadian River Municipal Water Authority did not adopt the study, but suggested it be passed along to member cities for consideration of water allocation planning for the future. The annual allocations of water supply from Lake Meredith will continue to be set by the Directors, based on the current conditions and stated needs of each member City, but it seems unlikely that the member cities will be able to receive the full normal water supply, therefore, future water allocations will need to be planned accordingly. Different areas for obtaining additional water were reviewed by the Council, but it was the consensus to wait for Hunter and Associates to complete the Comprehensive Master Plan. Health Department. Mary Lou Truesdale, Nursing Supervisor of the Plainview/Hale County Health Department advised the Council of a problem that existed with South Plains Community Action Association concerning family planning clinics, while the Health Department's Nurse will be enrolled in Nurse Practitioner School. Funding from the Texas Department of Health has been checked into and is not available until 1990. It was the consensus of the Council for the Contract from South Plains Community Action Association for family planning services be forwarded to the City for review, and James Belk will visit with Howard Maddera with South Plains Community Action Association concerning this matter. Adjournment. Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Junior Brown and carried by a unanimous vote. There being no further business Mayor E.V.
