MINUTES
The Plainview City Council met in Regular Session on Tuesday,
November 8, 1988, at 7:30 p.m., in the Council Chambers of City
Hall, with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements, Don
Dickson, Bobby James, Barbara Dorman, Junior Brown and Ross Owen.
Staff present: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Mike McDonough, Director of Municipal
Services; David Blackburn, City Attorney; Norman Huggins,
Director of Finance; Roy Osborne, Chief of Police and Carla Reese,
City Secretary.
News Media present: Richard Orr - Plainview Daily Herald.
Guest present: R.E. Horne, T.C. Wall, J.T. Beane, Mr. & Mrs. Jack
James, Ronnie and Kay Shannon, Rudd Owen, Lanny Voss and Mr. &
Mrs. Jerry James.
ANNEXATION. Mayor E.V. Ridlehuber presented the first reading of
Ordinance No. 88-2763. An Ordinance providing for the extension
of certain boundary lines of the City of Plainview, Texas, and the
annexation of certain territory consisting of .37 square miles of
land, which said territory lies adjacent to and adjoins the
present limits of the City of Plainview, Texas and within the
extra-territorial jurisdiction of said City. Speaking in
opposition of the annexation were Rudd Owen, Attorney who
represents Jack James, James Brothers Implement and 84 Lumber
Company. Owen asked the Council to keep an open mind and review
all aspects before making a final decision to adopt the Annexation
Ordinance. Jack James also spoke to the Council in opposition of
the annexation. Motion was made by Councilmember Terry Clements
to adopt Annexation Ordinance No. 88-2763. Motion was duly
seconded by Councilmember Alton Jackson and carried by unanimous
vote.
PUBLIC REARING. Mike McDonough, Director of Municipal Services
presented Zone Case 554 - R.E. Horne, Jr., noting this is a
request to rezone a tract of land located at the intersection of
'Westridge Road and Mesa Drive, from an Agricultural-Open Space to
a Single-Family Residential. Mike McDonough, Director of
Municipal Services also noted the rezoning of this tract of land
was approved recommended by the Planning and Zoning Commission.
Motion was made by Councilmember Barbara Dorman to call a public
hearing. Motion was duly seconded by Councilmember. Junior Brown
and carried by unanimous vote. No person spoke for or against
Zone Case 554. Motion was made by Councilmember Terry Clements to
close the public hearing. Motion was duly seconded by
Councilmember Junior Brown and carried by unanimous vote.

g) BUILDING CODE. Ordinance No. 88-2757. Second and final
reading. An Ordinance making provisions for the adoption of the
1988 Edition of the Uniform Building Code, Volume 1, with certain
amendments thereto and directs the publication of this Ordinance,
and establishes penalty provisions and provides for an effective
date, and repeals Ordinance No. 86-2642.
h) SIGN CODE. Ordinance No. 88-2758. Second and final
reading. An Ordinance regulating and controlling the design,
quality of materials, construction, location, electrification, and
maintenance of all signs and sign structures not located within a
building, provides for the adoption of the 1988 Edition of the
Uniform Sign Code with certain amendments thereto and directs the
publication of the Caption of this Ordinance and establishes a
penalty provision and repeals Ordinance No. 86-2643.
j) BUDGET AMEND~RNT - HOTEL/MOTEL TAX. Ordinance No.
88-2764. Second and final reading. An Ordinance of the City
Council of the City of Plainview, Texas, amending the 1988-89
Budget of the City of Plainview; appropriating additional funds
from the Hotel/Motel Tax Reserve Fund.
k) FIRE CODE. Ordinance No. 88-2765. Second and final
reading. An Ordinance of the City of Plainview regulating and
controlling the maintenance of building and premises; to

safeguard life, health, property and public welfare by regulating
the storage, use and handling of dangerous and hazardous
materials, substances and processes, and by regulating the
maintenance of adequate egress facilities, providing for the
repealing of Ordinance No. 86-2650 of the City of Plainview,
providing for the adoption of the Uniform Fire Code, 1988 Edition,
as copyrighted in 1988; the International Conference of Building
Officials of Whittier, California, providing for certain
amendments thereto; providing penalties for the violation
thereof; providing a severability clause; directing the
publication of the descriptive caption of this Ordinance, together
with the penalty provisions, and providing an effective date of
this Ordinance.

Resolution of the City Council of the City of Plainview, Texas,
approving the final plat of Ballard Subdivision, Unit No. 1,
Revised, Hale County, Texas.

A Resolution of the City Council of the City of Plainview, Texas,
appointing an individual to serve on the Plainview/Hale County
Airport Board.
n) PLANNING AND ZONING COMMISSION - APPOINTMENT. Resolution
No. R88-206. A Resolution of the City Council of the City of
Plainview, Texas, appointing an individual to serve on the City of
Plainview Planning and Zoning Commission.
o) ZONE CA~E 554 - R.E. HORNE, JR. - Ordinance No. 88-2766.
First reading. An Ordinance amending Zoning Ordinance No. 82-2478
and the official zoning map of the City of Plainview so as to make
the following Changes: Zone Case No. 554: Request of R.E. Horne,
Jr., for rezoning a tract of Section 28, JK-2, Hale County, Texas,
from an A-O (Agricultural-Open Space) Zoning District to an R-1
(Single-Family Residential) Zoning District for residential use.
p) SOUTHWEST THIRD - IMPROVEMENTS. Ordinance No. 88-2767.
An Ordinance of the City of Plainview, Texas, accepting the
improvements of Southwest Third Street in the City of Plainview,
Texas; providing for the correction of the rolls and estimates
thereof; providing for an effective date of this Ordinance.
q) BIDS - POLICE VEHICLES. Resolution No. R88-207. A
Resolution of the City Council of the City of Plainview, Texas,
awarding a bid for five police package vehicles for the Police
Department.
Motion was made by Councilmember Barbara Dorman to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Terry Clements and carried by unanimous vote.

ADJO~. Motion was made by Councilmember Terry Clements to
adjourn. Motion was duly seconded by Councilmember Ross Owen and
carried by unanimous vote. There being no further business Mayor
E.V. Ridlehuber adjourned the Meeting at 8:10 p.m.
