MINUTES The Plainview City Council met in Work Session, at 11:30 a.m., at the Plainview Country Club. Presiding over the Meeting was Mayor Pro-Tem Bobby James. Councilmembers present were: Ross Owen, Don Dickson and Terry Clements. Absent from the Meeting were Mayor E.V. Ridlehuber and Councilmembers Barbara Dorman, Junior Brown and Alton Jackson. Staff present: James P. Jeffers, City Manager; Roy Osborne, Chief of Police, Bill Hogge, Director of Public Works; Mike McDonough, Director of Municipal Services; and Plainview/Hale County Nursing Supervisor, Mary Lou Truesdale. KVOP/KATX Radio was represented by General Manager Mark Trotman and News Director Wes Naron. The City Council reviewed the Agenda for the upcoming December 27, 1988, Meeting as folloWs: 1) INVOCATION (ROss Owen) 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meetings Law. 3) ANIMAL CONTROL. - Introduction - Ordinance No. 88-2768. An Ordinance of the City of Plainview, Texas, amending Chapter 5, "Animals and Fowl", of the Plainview City Code relating to interference with Animal Control Officers; artificially coloring animals; metal jaw traps; duty upon striking and domesticated animals or livestock; and other related subject matters; providing for a severability clause; providing a penalty; and providing for an effective date." ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTYTOTHE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE RF/~OVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO T~E TAKING OF A VOTE ON THE MOTION TO APPROVED THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDE~RD INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IM~R-DIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 4) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures 1 of 3 O0 d) PLUMBING BOARD - APPOINTMENT. Resolution No. R88-135. A Resolution of the City Council of the City of Plainview, Texas appointing an individual to serve on the Plumbing Board of the City of Plainview. (tabled from last meeting) e) BOARD OF ADJUSTMENT - APPOINT~K%VfS. Resolution No. R88-179. A Resolution of the City Council of the City of plainview, Texas, appointing individuals to serve on the Board of Adjustment of the City of Plainview. (tabled from last meeting) f) PLANNING AND ZONING COMMISSION - APPOINTMENT. Resolution No. R88-213. A Resolution of the City Council of the City of Plainview, Texas, appointing an individual to serve on the City of Plainview Planning and Zoning Commission. (tabled from last meeting) g) HUMAN RELATIONS COMMISSION - APPOINTMENT. Resolution No. R88-214. A Resolution of the City Council of the City of Plainview, Texas, appointing individuals to serve on the Human Relations Commission of the City of Plainview. (tabled from last meeting) h) REVOLVING LOAN FUND - TDOC. Resolution No. R88-226. A Resolution of the City Council of the City of Plainview, Texas, repealing Resolution No. R88-203, and establishing a Revolving Loan Fund Policy for economic development in accordance with Texas Department of Commerce, guidelines. i) PARKING - CERTAIN VEHICLES. Ordinance No. 88-2772. An Ordinance regulating the parking of certain vehicles on streets in the City of Plainview; providing regulations pertaining to the parking of vehicles upon the streets of the City of Plainview, providing severability, and providing for an effective date. j) TAX ABATEMENT - COMMITTEE. Resolution No. R88-218. A Resolution of the City Council of the City of Plainview, Texas, appointing two elected officials to represent the City of Plainview on the Joint Committee on tax abatement. 5) Executive Session - to discuss contemplated litigation as authorized by Article 6252-17 Section 2(e). (Columbia Machine d/b/a Berle Landson) ANNEXATION. The City Council reviewed a status report on the "84 Lumber" annexation and no comments were made by the Council. RETREAT. It was the consensus of the Council that the annual retreat be scheduled for the last weekend in February in Amarillo. 2 of 3 HEALTH BOARD CONTRACT - FAMILY PLANNING SERVICES. Resolution No. R88-225. A Resolution of the City Council of the City of Plainview, Texas, authorizing the Mayor to execute a Memorandum of Understanding on behalf of the Plainview/Hale County Health District, with the South Plains Community Action Association for the providing of Family Planning Services in Plainview and Hale County. After a presentation by Councilman Don Dickson and Nursing SupervisOr Mary Lou Truesdale, Councilman Don Dickson moved that Resolution No. R88-225 be adopted. Motion was duly seconded by Councilman Bobby James and carried by a unanimous vote. BIDS - STREET - PISD. Resolution No. R88-221. A Resolution of the City Council of the City of Plainview, Texas, awarding bids for street improvements as sUch pertains to the Plainview Independent School District La Mesa School Project. After a presentation by Director of Public WOrks Bill Hogge, Councilman Ross Owen moved that Resolution No. R88-221 be adopted. Motion was duly seconded by Councilman Terry Clements and carried by a unanimous vote.
