HomeMy WebLinkAboutCouncil Minutes 08-24-202162 The City Council of the City of Plainview met on August 24, 2021 at 6:30 p.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, and Susan Blackerby-District 5. Council Members Norma Juarez -District 3, Evan Weiss -District 6 and Patra Moreno - District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Tim Crosswhite-Di rector of Public Works, Sarianne Beversdorf-Di rector of Finance, and Belinda Hinojosa-City Secretary. Discussion on FY 2021-2022 Proposed Budget and Consider Proposed Property Tax Rate for Fiscal Year 2021-2022 and Schedule Public Hearings City Council Minutes August 24, 2021 Page 1 of 4 Presenter: Jeffrey Snyder, City Manager 63 Reviewed proposed budget and proposed tax rate and discussed dates for public hearings. Motion: I move to consider a proposed tax rate of $.8844 for the FY 2021-2022 Budget and schedule the public hearing on the tax rate and budget for Tuesday, September 14th, 2021 at 7:00 p.m. at the Plainview Convention Center, 2902 W. 4th Street. Motion carried. 6. Consider acceptance of Councilmember Resignation and Declaration of Vacancy on the Council for District No. 7 Presenter: Belinda Hinojosa, City Secretary Public Comment: None Council Member Patra Moreno submitted her resignation. Council would need to accept her resignation and declaration vacancy Motion: Move to accept Council Member Resignation and declaration a vacancy on the Council for District 7 Motion by Mayor Pro Tem Blackerby, seconded by Council Member Williams Vote: 5-0. Motion carried. 7. A Resolution of the Citv Council of the Citv of Plainview. Texas. Orderina a Saecial Election by the Voters in District No. 7, to Elect a Person to Fill the Vacancy and Unexpired Term Created by the Resignation of the Council Member for that District; to Occur on November 2, 2021 in Accordance with the Texas Election Code. (Resolution R21-527 Presenter: Belinda Hinojosa, City Secretary Public Comment: None City Council Minutes August 24, 2021 Page 2 of 4 64 This would order a special election to be held on November 2, 2021 to elect a Council Member for District 7. Motion: Move to adopt Resolution R21-527 Motion by Council Member King, seconded by Council Member VanHoose Vote: 5-0. Motion carried. 8. Consider Guaranteed Maximum Price between the City of Plainview and Lee Lewis Construction for the construction of Fire Station No. 2 and Police Station Relocation Projects Presenter: Jeffrey Snyder, City Manager Public Comment: None This would authorize Guaranteed Maximum Price in the amount of $4,600,000.00 for Fire Station and $2,720,000.00 for Police Station. Motion: Move to approve Guaranteed Maximum Price of $7,320,000.00 between the City of Plainview and Lee Lewis Construction for the construction of Fire State No. 2 and Police Station Relocation Projects Motion by Mayor Pro Tem Blackerby, seconded by Council Member VanHoose Vote: 5-0. Motion carried. 9. Convene into closed session pursuant to Texas Gov't Code § 551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties. 10. Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview. Mayor Starnes recessed the meeting at 7:21 p.m. Mayor Starnes called the meeting back in open session at 7:47 p.m. 11. Consider Economic Development Agreement between the City of Plainview and the Ampler Group Presenter: Jeffrey Snyder, City Manager Public Comment: None This authorizes economic development agreement with Ampler Group for demolition of existing building. 1 1 1 City Council Minutes August 24, 2021 Page 3 of 4 Motion: Move to approve Economic Development Agreement between the City of 65 Plainview and the Ampler Group Motion by Mayor Pro Tem Blackerby, seconded by Council Member VanHoose Vote: 5-0. Motion carried. 12. Consider and take necessary action regarding purchase of 113 W. 6th Street, Plainview, Texas and authorize Mayor to sign necessary documents Presenter: Jeffrey Snyder, City Manager Public Comment: None This would authorize purchase of property at 113 W. 6' Street for use as public parking lot. Motion: Move to take necessary action regarding purchase of 113 W. 6th Street, Plainview, Texas and authorize Mayor to sign necessary documents Motion by Mayor Pro Tem Blackerby, seconded by Council Member VanHoose Vote: 5-0.
