HomeMy WebLinkAboutCouncil Minutes 04-13-202123 The City Council of the City of Plainview met on April 13, 2021 at 6:30 p.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Patra Moreno -District 7. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Interim Fire Chief, Tim Crosswhite- Director of Public Works, Paul Kite -Assistant Director of Utilities and Belinda Hinojosa- City Secretary. Consent Calendar a) Excused Absences b) Minutes of March 18, 2021 and March 23, 2021 meetings Motion: Approve Consent Calendar Motion by Council Member Juarez, seconded by Council Member Moreno Vote: 8 — 0. Motion carried. 4. Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 Presenter: Jeffrey Snyder, City Manager Provided update. 5. A Resolution of the Citv Council of the Citv of Plainview. Texas. Authorizina the Submission of a Texas Community Development Block Grant Program Application to the Texas_ Department of Agriculture for the Community Development Fund; and Authorizing the City Manager to Act as the City's Executive Officer and Authorized Representative in All Matters Pertaining to the City's Participation in the Texas Community Development Block Grant Program. (Resolution R21-512) Presenter: Paul Kite, Assistant Director of Utilities Public Comment: None This would authorize the submission of a grant application for water and sewer line replacement project form Yonkers to Vernon Street south of 5th Street. Authorize purchase of Braun Chief XL Ambulance from Siddons Martin Emergency Group LLC through the HGAC Interlocal Purchasing Cooperative Presenter: Bobby Gipson, Interim Fire Chief Public Comment: None This would authorize the purchase of a Braun Chief XL Ambulance in the amount of $254,051 Motion: Authorize purchase of Braun Chief XL Ambulance from Siddons Martin Emergency Group LLC through the HGAC Interlocal Purchasing Cooperative in the amount of $254,051 Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 8-0. Motion carried. 7. A Resolution authorizing the City Manager to purchase office furniture for City Hall through Office Wise through an interlocal purchasing cooperative program of which the City of Plainview is a member (Resolution R21-513) Presenter: Jeff Johnston, Assistant City Manager This would authorize the purchase of office furniture for City Hall and authorize City Manager to join Omni Local Cooperative purchasing organization and giving City Manager flexibility in changing styles and colors Public Comment: None Motion: Move approval of Resolution of R21-513 Motion by Mayor Pro Tern Blackerby, seconded by Council Member Moreno Vote: 8-0. Motion carried. 8. Authorize Mayor to sign the Lower Running Water Draw Watershed Rehabilitated Floodwater Retarding Structure 4 Operation and Maintenance Agreement between the City of Plainview, Hale County, Hale County Soil Water and Conservation District and the USDA-NRCS Presenter: Jeffrey Snyder, City Manager City Council Minutes April 13, 2021 Page 2 of 3 Public Comment: None 25 1 This would authorize the Mayor to sign Agreement to proceed towards the construction phase. Motion: Move to authorize Mayor to sign the Lower Running Water Draw Watershed Rehabilitated Floodwater Retarding Structure 4 Operation and Maintenance Agreement between the City of Plainview, Hale County, Hale County Soil Water and Conservation District and the USDA-NRCS Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 8-0. Motion carried. 9. Authorize Mayor to sign Assurances Relating to Real Property Acquisition for the Lower Running Water Draw Watershed Floodwater Retarding Structure No. 4 Rehabilitation Proiect Presenter: Jeffrey Snyder, City Manager Public Comment: None This would provide assurances to ownership of the necessary easements before construction can begin on the project. Motion: Move to authorize Mayor to sign Assurances Relating to Real Property Acquisition for the Lower Running Water Draw Watershed Floodwater Retarding Structure No. 4 Rehabilitation Project Motion by Council Member Williams, seconded by Council Member Weiss Vote: 8-0.
