The City Council of the City of Plainview met on June 8, 2021 at 6:30 p.m., at the Plainview
Convention Center, 2902 W. 4th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Susan Blackerby-District 5 and Evan Weiss -District 6.
Council Members Norma Juarez -District 3, Teressa King -District 4 and Patra Moreno -
District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Derrick Watson -Chief of Police, Tim C rosswh ite-Di rector of Public Works, Sarianne
Beversdorf-Di rector of Finance, Melinda Brown -Main Street Manager and Belinda
Hinojosa-City Secretary.
Guests Present: Kevin Walker, Tonya Keesee and Terra James

4. Discuss amending Resolution R20-471 clarifying and/or implementing additional
restrictions and regulations regarding the Public Health Emergency to contain and
prevent the continued spread of COVID-19

Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose
Vote: 5-0. Motion carried.
6. Consider Professional Services Agreement between AMD Engineering and City of
Plainview for Quincy Street Water and Sewer Relocation Project
Presenter: Tim Crosswhite, Director of Public Works
Public Comment: None
This would approve agreement with AMD for engineering work on Quincy Street water
and sewer relocation project
Motion: Move to approve Professional Services Agreement between AMD
Engineering and City of Plainview for Quincy Street Water and Sewer Relocation Project
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Weiss
Vote: 5-0. Motion carried.
7. Consider Interlocal Agreement between City and TXDOT — Quincy Street
Reconstruction Project.
Presenter: Tim Crosswhite, Director of Public Works
Public Comment: None
This is a professional services agreement with AMD Engineering for the Utility Relocation
for TxDOT Quincy Street Reconstruction Project
Motion: Move to approve Interlocal Agreement between City and TXDOT for Quincy
Street reconstruction project
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Weiss
Vote: 5-0. Motion carried.
8. Consider Interlocal Agreement between TML Health and City of Plainview — Post-
65 Retiree Benefits Program
Presenter: Jeffrey Snyder, City Manager
Public Comment: None

This would authorize City Manager to sign Interlocal Agreement with TML Health to
continue accessing the Post-65 Retiree Benefits Program
Motion: Move to approve Interlocal Agreement between TML Health and City of
Plainview — Post-65 Retiree Benefits Program
Motion by Council Member Weiss, seconded by Council Member VanHoose
Vote: 5-0. Motion carried.
9. Convene into executive session to seek legal counsel under Texas Government
Code $551.071 regarding potential or contemplated litigation, settlement offers, municipal
authority and federal/state legal preemption or matters involving attorney client privilege
or as required under the Texas Disciplinary Rules of Professional Conduct of the State of
Texas including, but not limited to, TDRPC Rule 1.05.
Mayor Starnes recessed the meeting at 7:24 p.m.
Mayor Starnes called the meeting back in open session at 8:36 p.m. and announced no
action required
Meeting adjourned at 8:36 p.m.
