Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Larry Williams -District
2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Evan
Weiss -District 6. Council Members Nelda VanHoose-District 1 and Patra Moreno -District
7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Derrick Watson -Chief of Police, Bobby Gipson -Interim Fire Chief, Sarianne Beversdorf-
Director of Finance, Melinda Brown -Main Street Manager and Belinda Hinojosa-City
Secretary.

5. An Ordinance Adopting and Enacting a Moratorium Requiring Each Transfer
Ambulance be Staffed by a Paramedic as Required Under Article 6.05, "Ambulances",
Section 6.05.068(A); Providing for a Termination Date and Extension Option by
Resolution; Providing an Effective Date; Providing for a Severability Clause; and
Providing for Publication. (Ordinance No. 21-3717 — First Reading)

Council Member Norma Juarez arrived at 7:08 p.m.
Provides moratorium on the requirement for each transfer ambulance to be staffed by a
paramedic.

6. A Resolution by the City of Plainview, Texas, Authorizing Refunding of Canadian
River Municipal Water Authority Subordinate Lien Contract Revenue Refunding Bonds,
Series 2012 (Conjunctive Use Groundwater Supply Project) (Resolution R21-5201

This would authorize refunding of bonds Series 2012 with a minimum savings of 5%

8. A Resolution of the City Council of the City of Plainview, Texas, Awardinq the
Primary Bank Depository Services Contract to Happy State Bank; the Initial Contract
Term Shall Begin on October 1, 2021 and end on September 30, 2024 with the Option
for Two One Year Extensions Under the Same Terms and Conditions. (Resolution R21-

9. Selection of Auditing Firm for the City of Plainview

Staff recommends Bolinger, Segars, Gilbert & Moss, LLP as auditors for the City of
Plainview

10. A Resolution of the City Council of the City of Plainview Texas Supporting and
Authorizing the Filing of a Grant Application for Funds with the Better Utilizing
Investments to Leverage Development (BUILD) Discretionary Grants Program for the
Mesa Drive Extension Project; Designating an Authorized Official and Authorizing Such
Official to Execute all Documents Necessary; and Pledging Compliance to the Awarded
Grants Program. (Resolution R21-523)
