Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5,
Evan Weiss -District 6, and Patra Moreno -District 7. Council Member Norma Juarez -
District 3 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Derrick Watson -Chief of Police, Sarianne Beversdorf -Director of Finance, Tim
Crosswh ite-Di rector of Public Works and Belinda Hinojosa, City Secretary

4. An Ordinance Adopting and Enacting a Moratorium Requiring Each Transfer
Ambulance Be Staffed by a Paramedic as Required Under Article 6.05, "Ambulances",
Section 6.05.068(A); Providing for a Termination Date and Extension Option by
Resolution; Providing an Effective Date: Providing for a Severability Clause; and
Providing for Publication. (Ordinance No. 21-3717 — Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing.
Public Comment: None
Motion: Move to adopt Ordinance No. 21-3717 on second reading
Motion by: Mayor Pro Tern Blackerby, seconded by Councilmember Weiss
Vote: 7-0. Motion carried.
