HomeMy WebLinkAboutCouncil Minutes 07-13-202152 The City Council of the City of Plainview met on July 13, 2021 at 6:30 p.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Patra Moreno -District 7. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Interim Fire Chief, Tim Crosswhite- Director of Public Works, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. Guests Present: Diane Martinez, Tonya Keesee, Phyllis Wall, Tori Huddleston, Janice Payne, Carol Terrell and Ranada Jack News Media Present: Hattie Robb -Plainview Herald 1. Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 Presenter: Jeffrey Snyder, City Manager Provided update. Award of Bids for Water Distribution System Improvements to Serve Farmers Cooperative Compress and authorize Mayor to sign necessary documents Presenter: Tim Crosswhite, Director of Public Works Staff recommends awarding bid to lowest bidder, Amarillo Utility Contractors in the amount of $320,596.00 Public Comment: None Motion: Move to award bids for Water Distribution System Improvements to Serve Farmers Cooperative Compress to Amarillo Utility Contactors in the amount of $320,596 and authorize Mayor to sign necessary documents Motion by Mayor Pro Tem Blackerby, seconded by Council Member Weiss Vote: 8-0. Motion carried. 7. Award of Bids for rehabilitation of the East Basin Mixer at the Wastewater Treatment Plant and authorize Mayor to sign necessary documents Presenter: Tim Crosswhite, Director of Public Works Staff recommends awarding bid to lowest bidder, Alltech Engineering Corp. for the base bid amount of $492,485 and Alternate bid of $253,450 Public Comment: None Motion: Move to award bids for rehabilitation of the East Basin Mixer at the Wastewater Treatment Plant to Alltech Engineering Corp. for the base bid amount of $492,485 and Alternate 1 in the amount of $253,450 and authorize Mayor to sign necessary documents Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 8-0. Motion carried. 8. Authorize City Manager to Sign Professional Services Agreement with Parkhill for softball field design services Presenter: Jeffrey Snyder, City Manager This would authorize Parkhill to begin design services for the Softball Field Complex in Running Water Draw Regional Park in the amount of $49,500. Authorize purchase of an Ambulance from Siddons Martin Emergency Group, LLC through the HGAC Interlocal Purchasing Cooperative Presenter: Bobby Gipson, Interim Fire Chief Staff recommends purchasing a new ambulance through the HGAC Purchasing Cooperative from Siddons Martin Emergency Group, LLC in the amount of $269,301. Public Comment: None Motion: Move to authorize purchase of an Ambulance from Siddons Martin Emergency Group, LLC through the HGAC Interlocal Purchasing Cooperative in the amount of $269,301. Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 8-0. Motion carried.
