HomeMy WebLinkAboutCouncil Minutes 07-22-2021The City Council of the City of Plainview met on July 22, 2021 at 11:30 a.m., at the 55 Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Patra Moreno -District 7. Staff members present were: Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Interim Fire Chief, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Director of Public Works, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. Authorize City Manager to Sign Audit Engagement Letters with Bolinger, Segars, Gilbert & Moss L.L.P. for the City of Plainview FY 2021 Audit, Community Development Business Park FY 2021 Audit and TCEQ Agreed Upon Procedures for Financial Assurance for the Landfill FY 2021 City Council Minutes July 22, 2021 Page 1 of 3 56 Presenter: Sarianne Beversdorf, Director of Finance Agreements with Auditor selected at previous Council meeting. Public Comment: None Motion: Authorize City Manager to Sign Audit Engagement Letters with Bolinger, Segars, Gilbert & Moss, L.L.P. for the City of Plainview FY 2021 Audit, Community Development Business Park FY 2021 Audit and TCEQ Agreed Upon Procedures for Financial Assurance for the Landfill FY 2021 Motion by Mayor Pro Tern Blackerby, seconded by Council Member Moreno Vote: 8 — 0. Motion carried. 7. Consider and take necessary action regarding Agreement for Professional Services between Parkhill, County of Hale and City of Plainview for Joint Crack Seal Project and Authorize Mayor to Sign Agreement Presenter: Jeff Johnston, Assistant City Manager This agreement would authorize the professional services in the amount of $12,148 for the Runway Crack Seal Project at the Plainview -Hale County Airport. This is a part of the ongoing runway preventative maintenance program. Public Comment: Stacie Hardage, Airport Manager , Motion: Move to enter into Agreement for Professional Services between Parkhill, County of Hale and City of Plainview for Joint Crack Seal Project and Authorize Mayor to Sign Agreement Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 8 — 0. Motion carried. 8. A Resolution of the City Council of the City of Plainview, Texas, Authorizinq the City Manager of the City of Plainview, Texas, To Complete and Submit the Necessary Paperwork for the Coronavirus State and Local Fiscal Recovery Funds; Designating the Mayor as The Authorized Representative, And Providing for an Effective Date. (Resolution R21-525) Presenter: Jeff Johnston, Assistant City Manager This Resolution would authorize the Mayor and City Manager to act on behalf of the City related to the Coronavirus State and Local Recovery Fund.
