MINUTES
The Plainview City Council met in Regular Session, Tuesday,
February 28, 1989, at 7:30 p.m., in the Council Chambers of City
Hall with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Terry Clements, Don
Dickson, Bobby James, Barbara Dorman, Junior Brown and Ross Owen.
Staff present: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Mike McDonough, Director of Municipal
Services; David Blackburn, City Attorney; Roy Osborne, Chief of
Police and Carla Reese, City Secretary.
News media present:

Guest present: Joe McKinnis.
Bill Hogge, Director of Public Works, delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval noting item e) Board of Minimum Housing Standards -
Appointment, David DeBusk has been appointed as a member to this
Board, item f) Board of Minimum Housing Standards - Appointments,
Lloyd Woods and W.M. Tyler have been appointed as members to this
Board.

d) BOARD OF MINIMUM HOUSING STANDARDS - INCREASING SIZE.
Ordinance No. 89-2778. An Ordinance amending Article II, (Housing
Code), Section 13-16, Chapter 2, Section H-203, of the Plainview
City Code for the purpose of enlarging the membership of the Board
of Minimum Housing Standards and providing an effective date.
e) BOARD OF MINIMUM HOUSING STANDARDS - APPOINTMENT.
Resolution No. R89-114. A Resolution of the City Council of the
City of Plainview, Texas, appointing an individual to serve on the
Board of Minimum Housing Standards of the City of Plainview.
f) BOARD OF MINIMUM HOUSING STANDARDS - APPOINTMENTS.
Resolution No. R89-116. A Resolution of the City Council of the
City of Plainview, Texas, appointing individuals to serve on the
Board of Minimum Housing Standards.

g) HIGHWAY - 1-27 BUSINESS LOOP SIGNING. Resolution No.
R89-117. A Resolution of the City Council of the City of
Plainview, Texas, authorizing the Mayor to execute an Agreement
with the State Department of Highways and Public Transportation
which will permit the State to resign Loop 445 in Hale County to
Business Loop 1-27.
Motion was made by Councilmember Terry Clements to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Don Dickson and carried by unanimous vote.

ADJOURNMENT. Motion was made by Councilmember Terry Clements to
adjourn. Motion was duly seconded by Councilmember Ross Owen and
carried by unanimous vote. There being no further business Mayor
