PLAINVIEW COUNTRY CLUB
11:30 A.M.
MINUTES
The Plainview City Council met in Work Session, at 11:30 A.M., at
the Plainview Country Club, with Mayor E.V. Ridlehuber presiding.
Councilmembers present were: Ross Owen, Junior Brown, Bobby James,
Alton Jackson and Don Dickson. Councilmember Barbara Dorman was
absent. Precinct No. 2 is vacant.
Staff present: James P. Jeffers, City Manager; Mike McDounough,
Director of Municipal Services; Bill Hogge, Director of Public
Works; Norman Huggins, Director of Finance; Roy Osborne, Director of
Public Safety; and City Secretary, Carla Reese.
News Media Present: Richard Orr - Plainview Daily Herald.
Guest Present: George Meriwether and John E. Kirchhoff.
The City Council reviewed the following agenda items for the
upcoming meeting on April 25, 1989.

This meeting of the Plainview City Council is being conducted in
compliance with the Texas Open Meetings Law.

Tax Abatement - Reinvestment Zone No. One.
ALL MATTERS UNDER ITEM 5 CONSENT CALENDAR ARE CONSIDERED TO BE
ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE
FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE
ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION.
ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE
CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT
CALENDAR. SUCH OBJECTION MY BE RECORDED ANY TIME PRIOR TO THE TAKING
OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH
ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY
ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE
CONSENT CALENDAR.

d) Sanitation - Bulk Refuse, Self-Help Program. Resolution No.
R89-135. A Resolution of the City Council of the City of Plainview,
Texas, amending the Bulk Refuse, Self-Help Program.

e) Audit - 1988-1989. George Meriwether reviewed the 1988-1989
Audit with the Council. Resolution No. R89-137. A Resolution of the
City Council of the City of Plainview, Texas, accepting the
1988-1989 Audit.
f) Revolving Loan Fund - SPAG Contract. Resolution No.
R89-138. A Resolution of the City Council of the City of Plainview,
Texas, amending the contract with the South Plains Association of
Governments as such pertains to the City of Plainview Revolving Loan
Fund.
g) Comprehensive Plan - Contract Extension. Resolution No.
R89-139. A Resolution of the City Council of the City of Plainview,
Texas, extending the contract with Hunter & Associates, Inc. for the
completion of a Comprehensive Plan update.
h) Police - Criminal Justice. Resolution No. R89-140. A
Resolution of the City Council of the City of Plainview, Texas,
authorizing the Chief of Police on behalf of the City of Plainview
to file a grant application for law enforcement assistance from the
Criminal Justice Division of the Governor's Office of the State of
Texas.
5) Adjournment.
Sanitation - Recycling, Jim Jeffers, City Manager met with Rick
Graves of Daffern Steel and Supply, to discuss concerns of the
City's promotion for recycling with Tommy Lewis Industries. After
the discussion all objections have been removed and Daffern Steel,
Kruse and Sons and Tommy Lewis Industries will be working on joint
advertising promoting recycling. During the course of the
conversation it was learned that Rick Graves is an Environmental
Engineer which could be a great asset to the City. A meeting has
been scheduled with Bill Hogge, Director of Public Works, Hamm
Engineers the COnsultant for the City, Rick Graves of Daffern Steel
and Supply and representatives from Kruse and Sons and Tommy Lewis
Industries to review concerns about the landfill and recycling.
Building Code and Fire Code Board of Appeals. Council was made
aware of a vacancy on the Building Code Fire Code Board of Appeals,
due to the death of Orville Atkinson. Council was advised to be
thinking of someone they could appoint to fill the vacancy. Mike
McDonough, Director of Municipal Services stated that the Building
Code Fire Code Board of Appeals has no specific qualifications, but
it does help to have a person with some knowledge about building.
Insurance - Major Medical. Norman Huggins, Director of Finance
presented an overview of the last years Major Medical Insurance and
the experience rating. The Health Insurance premiums collected
totals $177,244, claims paid $106,280, and total incurred claims,
but have not been paid $158,802. The Prescription Drug Card
premiums that have been collected is $20,797, claims paid $17,715,
and incurred claims, but have not been paid $23,277. The rate
increase proposed by Blue Cross/Blue Shield is 27.7% on Health

Insurance and 56.8% on the Prescription Drug Program, with the City
paying 100% of the employee's premiums and the employee's paying
100% of the premium to cover a family. It was brought to the
Council's attention that the charge on the Prescription Drug Card at
the present is $5.00/$3.00, iwhich is low, and the City should
consider increasing the prescription drug card rate, or doing away
with the prescription drug card and putting the prescription claims
back into the health insurance.
PlainviewDowntownAssociation. The Council. was advised of the cost
figures that City staff had prepared and presented to the Plainview
Downtown Association Beautification Committee. The cost to remove
sidewalks, install irrigation systems and plant ten trees in a
typical 400' block in the downtown area has an estimated cost
breakdown of $4,607 materials cost, $5,056 equipment cost, and
$4,608 labor cost. The Plainview Downtown Association is also
working on additional proposed costs. It was the consensus of the
Council to wait and see a proposal from the Plainview Downtown
Association before the City makes any commitments.
Tax Sale. Jim Jeffers, City Manager presented to the Council a
request from Frank Gaston, for a client to purchase property located
at 2518 Holiday, which is currently in the possession of the taxing
entities due to failure to pay back taxes. Richard Watson of the
Plainview Independent School District has been contacted by the City
Manager's Office and has advised at the present time the School
District would not be interested in selling such property. Gaston
wanted to know if the City is interested in pursuing the sell of
such property, with the concurrence of the Plainview Independent
School District and Hale County, what terms and conditions would
need to be met. It was the consensus of the Council, before setting
a purchase price that the client produce a current appraisal and a
list of all lien holders.
Public Safety Consolidation. Roy Osborne, Director of Public Safety
advised he had met with the Fire and Police Departments, with both
departments asking many.questions.
Electrical Board. Mike McDonough, Director of Municipal Services
advised of the concerns Waldo Wesley had presented to the Board of
Electrical Examiners in reference to the electrical inspectors not
being qualified and licensed electricians. The members on the Board
of Electrical Examiners have tabled this until their next meeting,
for further study. David Blackburn, City Attorney is conducting a
study of the City Code to see if it makes any reference to
qualifications of inspectors.
Zoning Ordinance. Joint public hearings between the City Council
and the Planning and Zoning Commission were discussed, with staff
recommending that the Planning and Zoning Commission hold the first
two public hearings and the third public hearing could be held
jointly between the City Council and the Planning and Zoning
Commission. A~i Councilmembers were in agreement with this
recommendation.

Adjournment. Motion was made by Councilmember Don Dickson that the
meeting be adjourned. Motion was duly seconded by Councilmember
Ross Owen and carried by unanimous vote. There being no further
business Mayor E.V. Ridlehuber adjourned the meeting at 1:15 P.M.
