The City Council of the City of Plainview met on September 28, 2021 at 6:30 p.m., in the
Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4,
Susan Blackerby-District 5 and Evan Weiss -District 6.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology,
Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-Director of
Public Works, Sarianne Beversdorf -Director of Finance, Melinda Brown -Main Street

Classification and Compensation Plan for all Employees, and Making Such
Appropriations for each Department, Proiect and Account; Authorizing the City Manager
to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability
Clause; Finding and Determining that the Meetings at which the Ordinance is Passed are

7. An Ordinance of the Citv of Plainview, Texas, Setting and Levying the Municipal
Ad Valorem Tax Rate for the Year 2021; Apportioning Said Levy Amongst the Various
Funds and Items for Which Revenue Must Be Raised; Fixing the Times in which Said
Taxes Shall Be Paid; Providing for a Penalty, and Interest and any Additional Penalty on
Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and

Supplemental Appropriations in the 2020-2021 Budget; Providing a Savings Clause;

Public Hearina In Municipal Court: Removina Anv Reference To The Board Of

Ordinance includes adding water and aircraft, replacing a required hearing with a board
of adjustment with an optional hearing in front of the municipal court and to reflect current
law.

11. Authorize Purchase of Spartan S-180 Pumper from Metro Fire Apparatus
Specialist Inc. through the HGAC Interlocal Purchasing Cooperative
Presenter: Bobby Gipson, Fire Chief
Staff is requesting authorization to purchase a 2021 Spartan Pumper through the HGAC
Interlocal Purchasing Cooperative from Metro Fire Apparatus Specialist in the amount of
$587,606.
Public Comment: None
Motion: Move authorize purchase of Spartan S-180 Pumper from Metro Fire
Apparatus Specialist, Inc. through the HGAC Interlocal Purchasing Cooperative.
Motion by Council Member Weiss, seconded by Council Member Juarez
Vote: 7-0. Motion carried.
12. Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss
or deliberate regarding an offer of a financial or other incentive to a business prospect
that the City seeks to have locate, stay, or expand in or near the territory of the City of
Plainview.
Mayor Starnes recessed the meeting at 7:21 p.m.
Mayor Starnes called the meeting back in open session at 7:38 p.m.
