Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Evan Weiss -District 6. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf -Director of Finance, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2021 and Terminating September 30, 2022, a Classification and Compensation Plan for all Employees, and Making Such Appropriations for each Department, Proiect and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at which the Ordinance is Passed are Open to the Public as Required by Law: and Providing an Effective Date. (Ordinance No. 21-3718 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing. Motion carried. 6. An action to ratify the Property Tax Increase Reflected in the FY 2021-2022 Budget Presenter: Jeffrey Snyder, City Manager Ratifies property increase reflected in budget. Public Comment: None Motion: Move to ratify the property tax increase reflected in the budget for Fiscal Year 2021-2022 Budget. Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 7-0. Motion carried. 7. An Ordinance of the Citv of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for the Year 2021; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must Be Raised; Fixing the Times in which Said Taxes Shall Be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. An Ordinance of the Citv of Plainview Amendina Ordinance No. 20-3706 to Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) and (D) of the Plainview City Charter Allowing for Supplemental Appropriations in the 2020-2021 Budget; Providing a Savings Clause; Providina a Severabilitv Clause: and Providina an Effective Date. (Ordinance No. 21- 3720 — Second Readin Since this was the second of two readings, the Council chose to forego staff briefing. Public Comment: None Motion by Council Member King, seconded by Council Member Weiss Vote: 7-0. Motion carried. 9. An Ordinance of the Citv of Plainview. Texas, Amendina Chapter 13. "Utilities" of the Code of Ordinances of the City of Plainview, Texas Increasing the Rates and Charges for Water and Sewer Service Applicable to Residential and Commercial Customer Classes; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 21-3721 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing. An Ordinance Amending Article 8.03 of the Code of Ordinances of the City of Plainview, Texas Amending §§ 8.03.003 — 8.03.008 Amending the Definition of a Junked Vehicle Including Certain Aircraft And Watercraft As Junked Vehicles; Providing For A Public Hearina In Municipal Court: Removina Anv Reference To The Board Of City Council Minutes September 28, 2021 Page 3 of 4 78 Adjustment; Providing For A Penalty Not To Exceed $200.00 For Violations; Providing A Savings Clause; Providing A Severability Clause; Providing For Publication And Providing An Effective Date. (Ordinance No. 21-3722 — First Reading) Presenter: Matt Wade, City Attorney Ordinance includes adding water and aircraft, replacing a required hearing with a board of adjustment with an optional hearing in front of the municipal court and to reflect current law. Public Comment: None Motion: Move to adopt Ordinance No. 21-3722 on first reading. Motion by Council Member Weiss, seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. 11. Authorize Purchase of Spartan S-180 Pumper from Metro Fire Apparatus Specialist Inc. through the HGAC Interlocal Purchasing Cooperative Presenter: Bobby Gipson, Fire Chief Staff is requesting authorization to purchase a 2021 Spartan Pumper through the HGAC Interlocal Purchasing Cooperative from Metro Fire Apparatus Specialist in the amount of $587,606. Public Comment: None Motion: Move authorize purchase of Spartan S-180 Pumper from Metro Fire Apparatus Specialist, Inc. through the HGAC Interlocal Purchasing Cooperative. Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 7-0. Motion carried. 12. Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview.
