HomeMy WebLinkAboutCouncil Minutes 09-14-202168 The City Council of the City of Plainview met on September 14, 2021 at 6:30 p.m., at the Plainview Convention Center, 2902 W. 4tn Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Evan Weiss -District 6. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Interim Fire Chief, Tim Crosswhite- Director of Public Works, Neil Weems -Assistant Director of Public Works, Sarianne Beversdorf-Director of Finance, and Belinda Hinojosa-City Secretary. Public Hearing on proposed FY 2021-2022 Budget Presenter: Jeffrey Snyder, City Manager Reviewed proposed budget and proposed tax rate Mayor Starnes opened the Public Hearing at 7:17 p.m. There was no comment. Mayor Starnes closed the Public Hearing at 7:18 p.m. and announced that a vote on the first reading of the Ordinance to adopt the budget will be held today. A vote on the second and final reading of the ordinance to adopt the budget will be held on September 28, 2021 at 7:00 p.m. In the Council Chambers, 202 W. 5tn 6. Public Hearing on proposed property tax rate Mayor Starnes opened the Public Hearing at 7:19 p.m. There was no comment. Mayor Starnes closed the Public Hearing at 7:20 p.m. and announced that a vote on the first reading of the Ordinance to adopt the tax rate will be held today. A vote on the second and final reading of the ordinance to adopt the tax rate will be held on September 28, 2021 at 7:00 p.m. In the Council Chambers, 202 w. 5tn 7. An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2021 and Terminating September 30, 2022, a Classification and Compensation Plan for all Employees, and Making Such Appropriations for each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; Providing a Savings Clause; Providing a Severability Clause; Finding and Determining that the Meetings at which the Ordinance is Passed are Open to the Public as Required by Law; and Providing an Effective Date. An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for the Year 2021; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must be Raised; Fixing the Times in which Said Taxes Shall be Paid; Providing for a Penalty, and Interest and any Additional Penalty on Taxes Not Timely Paid; Providing a Savings Clause; Providing a Severability Clause; and Providing An Effective Date. (Ordinance No. 21-3719 — First Reading) Motion: Move the adoption of a property tax rate of eighty-four and eighteen hundredths cents ($.8418), which is less than the No New Revenue Maintenance and Operations Tax Rate and which represents the sixty-four and twelve hundredths cents ($.6412) approved by the City Council for maintenance and support of the General Fund and twenty and six hundredths cents ($.2006) for interest and sinking fund as approved by the voters Motion by Council Member King, seconded by Council Member Williams Motion: Move to amend original motion to set property tax rate of eighty-five and eighteen hundredths cents ($.8518), which is more than the No New Revenue Maintenance and Operations Tax Rate and which represents the sixty-five and twelve hundredths cents ($.6512) approved by the City Council for maintenance and support of the General Fund and twenty and six hundredths cents ($.2006) for interest and sinking fund as approved by the voters. Motion by Council Member Williams, seconded by Council Member Weiss Mayor Starnes asked for a vote on amendment. An Ordinance of the Citv of Plainview Amendina Ordinance No. 20-3706 to Aoorooriate Funds in the General Fund and Various Revenue and Capital Funds City Council Minutes September 14, 2021 Page 3 of 5 Pursuant to Section 5.07 (A) and (D) of the Plainview City Charter Allowing for 71 Supplemental Appropriations in the 2020-2021 Budget; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 21- 3720 — First Reading) Presenter: Jeffrey Snyder, City Manager Reviewed budget amendments. Public Comment: None Motion: Move to adopt Ordinance No. 21-3720 on first reading. Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 7-0. Motion carried. 10. An Ordinance of the City of Plainview, Texas, Amending Chapter 13, "Utilities" of the Code of Ordinances of the City of Plainview, Texas Increasing the Rates and Charges for Water and Sewer Service Applicable to Residential and Commercial Customer Classes; Providing a Savings Clause: Providing a Severability Clause; and Providing an Effective Date. (Ordinance No. 21-3721 — First Reading) Presenter: Jeffrey Snyder, City Manager Ordinance amends utility rates. Public Comment: None Motion: Move to adopt Ordinance No. 21-3721 on first reading. Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 7-0. Motion carried. 11. A Resolution of the City Council of the City of Plainview, Texas, approving a Negotiated Settlement Between the Executive Committee of Cities Served by Atmos West Texas ("Cities") and Atmos Energy Corp., West Texas Division Regarding the Company's 2021 Rate Review Mechanism Filing (Resolution R21-528) Presenter: Jeffrey Snyder, City Manager Resolution approves negotiated settlement. Public Comment: None Motion: Move to adopt Resolution R21-528. Motion by Council Member King, seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. Convene into executive session pursuant to Texas Gov't Code 4 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. Fire Chief Mayor Starnes recessed the meeting at 7:44 p.m. Mayor Starnes called the meeting back in open session at 7:55 p.m. 13. Consider and take necessary action regarding Fire Chief Motion: Move to confirm the selection of Bobby Gipson for Fire Chief.
