MINUTES The Plainview City Council met in Regular Session, Tuesday, May 23, 1989, at 7:30 P.M., in the Council Chambers of City Hall with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, John E. Kirchhoff Don Dickson, Bobby James, Barbara Dorman, and Ross Owen. Councilmember Junior Brown was absent. Staff Present: James P. Jeffers, City Manager; Mike McDonough, Director of Municipal Services; Bill Hogge, Director of Public Works; David Blackburn, City Attorney; Norman Huggins, Director of Finance Roy Osborne, Chief of Police and City Secretary, Carla Reese. News Media Present: Richard Orr - PlainvieW Daily Herald . Guest Present: Mitch Elmore, Bill Hollars, Mark Lee, Joe McKinnis, James Robinson, and Jerry James. Councilmember Don Dickson delivered the invocation. Mayor E. V. Ridlehuber welcomed the guest. Public Hearing. Mayor E. V. Ridlehuber introduced Zone Case No. 556 - Hale County - a request of Bill Hollars, County Judge on behalf of Hale County for a Specific Use Permit for the purpose of construction of an addition to the Hale County Jail facility located at 1900 South Columbia. Motion was made by Councilmember Don Dickson to call a Public Hearing. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. Speaking in favor of Zone Case 556 was County Judge Bill Hollars noting that due to overcrowding in the jail and meeting State regulations the addition to the jail was necessitated. Judge Bill Hollars ask Council to approve the Specific Use Permit to permit proceedings to begin the addition to the jail. Motion was made by Councilmember Don Dickson to close the Public Hearing. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Rate Reduction - SPS. Mayor E.V. Ridlehuber presented Ordinance No. 89-2790. An Ordinance of the City Council of the City of Plainview, Texas, approving a decrease in the rates which may be charged by Southwestern Public Service in the City of Plainview, Texas, and providing for an effective date for such rates. Jim Jeffers, City Manager noted SOuthwestern Public Service had initiated this request on its own, due to changes in the Federal Tax Laws. Southwestern Public Service Steering Committee approved a 3% decrease in April of 1989, with the Public Utilities Commission approving a 4.3% 1 of 3 D67 decrease. Mitch Elmore of Southwestern Public Service stated the the decrease would be a one time credit and would be effective June 1, and be reflected on bills beginning June 17. Motion was made by Councilmember Don Dickson to adopt Ordinance No. 89-2790. MotiOn was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval. 5) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Zone Case No. 555 - Gayle Thompson. Ordinance No. 89-2789. An Ordinance of the City Council of the City of Plainview, Texas, amending Ordinance No. 82-2478 for the rezoning of 1.774 acres of land located at 2103 Dimmitt Road, from a R-1 (single-family residential) zoning district to a CGB (commercial general business) zoning district for commercial uses. e) City Council Liaison - Housing Authority and Library Board. Resolution No. R89-146. A Resolution of the City Council of the City of Plainview, Texas, appointing a Councilmember from Precinct No. 2 to serwe as City Council Liaison for the Housing Authority and Library Board. f) Bid - Parks Department - Riding Mowers. Resolution No. R89-147. A Resolution of the City Council of the City of Plainview, Texas, awarding bids for two riding mowers for use in the Parks Department. g) Health Department. Resolution No. R89-148. A Resolution of the City Council of the City of Plainview, Texas, authorizing the Mayor to execute Texas Department of Health document C9000552 amending the Contract for maternal and child health. h) Zoning - Comprehensive Revision - Public Hearings. Ordinance No. 89-2792. An Ordinance of the City Council of the City of Plainview, Texas prescribing certain notices in regard to the type and place of certain public hearings in reference to the consideration of a comprehensive revision to the City of Plainview's Zoning Ordinance and Zoning Map. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Adjournment. Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Don Dickson and carried by 2 of 3 a unanimous vote. There being no further business Mayor E. V.
