CITY OF PLAINVIEW CITY COUNCIL MEETING AUGUST 3, 1989 PLAINVIEW COUNTRY CLUB 11:30 A.M. MINUTES The Plainview City. Council met on Thursday, August 3, 1989, at 11:30 A.M., at the Plainview Country Club, with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Bobby James, Don Dickson, John Kirchhoff, Ross Owen and Barbara Dorman. Councilmember Alton Jackson was absent. Precinct No. 6 is vacant. Staff present: James P. Jeffers, City Manager; Mike McDonough, Director of Municipal Services; David Blackburn, City Attorney; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; Roy Osborne, Director of Public Safety; and City Secretary, Carla Reese. News Media Present: Richard Orr - Plainview Daily Herald. Guest Present: Robert E. Carter and Gary Anderson of TMRS. The City Council reviewed -the following agenda items for the upcoming meeting on August 8., 1989. 1) INVOCATION (Mike McDonough) 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meetings Law. ALL MATTERS UNDER ITEM 5 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 5) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Librar~ Board. Resolution No. R89-172. A Resolution of the City Council of the City of Plainview, Texas, appointing an individual to serve on the Plainview Library Board. 1 of 4 ©0 103 e) Sanitation - Recycling - M~MR Tomm~ Lewis Industries. Resolution No. R89-169. A Resolution of the City Council of the City of Plainview, Texas, authorizing the City Manager to enter into a Contract with the Board of Directors of Tommy Lewis Industries of Central Plains Mental Health Mental Retardation Center of Plainview for recycling refuse. f) Parks - Softball Complex Lease - YMCA. Resolution No. R89-170. A Resolution of the City Council of the City of Plainview, Texas, authorizing the Mayor to execute a lease agreement with the Plainview YMCA. g) Platt - Final - Cooper - Pardo S/D. Resolution No. R89-171. A Resolution of the City Council of the City of Plainview, Texas, approving the final plat of Cooper Pardo S/D of the East part of Block 7, Lakeside Addition, Plainview, Hale County, Texas. h) Electrical Code - Inspector Qualifications. Ordinance No. 89-2799. An Ordinance of the City of Plainview, Texas, amending the Electrical Code of the City of Plainview, Texas, repealing certain sections of the Electrical Code dealing with qualifications of electrical inspectors; directing publication of the descriptive caption of this Ordinance with penalty provisions of the Electrical Code; and providing for an effective date of the Ordinance. 6) Executive SessiOn to discuss the purchase, exchange, lease or value of real property as authorized by Article 6252-17 Section 2(f) V.T.C.S. (Sanitary Landfill) 7) Executive Session to discuss pending and/or contemplated litigation as authorized by Article 6252-17 Section 2(3). (Intervention - City of Mesquite v. S.W. Bell Telephone) (Barnett v. City of Plainview) 8) Adjournment. TMRS. Norman Huggins, Director of Finance introduced Gary Anderson, Assistant Director with the Texas Municipal Retirement System. Anderson presented a general overview of the Texas Municipal Retirement System noting that it is a State agency which was established in 1947, they have twenty eight employees with a 1.5 million budget, 8,200 retirees and 80,000 participating accounts. The City of Plainview became a participating member in 1955. In the system there are several different programs, employee contributions can be three, five, six or seven percent of their salary, City's matching ratio can be one to one, one and one-half to one or two to one. City of Plainview is participating in the most popular program, with the employee contributions being five percent and a City matching ratio of two to one. Before any increase in benefits in the program, an actuarial study must be conducted in compliance with State law, to make sure the City can fund the increase. Contribution rates for employees may be increased by the City, but cannot be decreased without two-thirds 2 of 4 ©0 104 of the employees casting ballots in favor of the decrease. City's matching ratio can be reduced by Ordinance. Updated Service Credits is another program which is available at January 1 of each year, which takes the last three years averages and determines the average credit, this is done to keep retirement benefits more in line with current salaries. It was the consensus of the Council for further discussion of TMRS to be placed on a agenda for a later date. Board Appointments. Jim Jeffers, City Manager advised that the Building Code and Fire Code Board of Appeals was still in need for a appointment to fill a vacancy on the board, and the City was in receipt of an application from Leonard Harper to serve on the Electrical Board. Police - "Are You Ok". Mayor E.V. Ridlehuber presented to the Council the Are You Ok Program, noting this was a computerized program that checked on Senior Citizens and Handicapped to make sure they are Ok. The computer is programmed to call the applicant of the Are You Ok Program, if no answer it will dial again, if no answer the third time it will make the dispatcher aware and the dispatcher will have the applicant checked on to make sure they are ok. The cost for purchasing the Are You Ok Program is $7,000. It was the consensus of the Council to set up a program of this kind, but to contact the Senior Citizens Center and see if there was any interest in volunteers making the phone calls instead of a computer. Public Safety Consolidation. Roy Osborne, Director of Public Safety advised Council that Jack Dickey is going to retiring, and the department is studying the best use of ~that position and looking at several different options before someone is appointed to the Fire Marshall position. Master Plan. The Planning and Zoning Commission Meeting for reviewing the final plan has been scheduled for August 17, 1989.' A joint meeting between the Planning and Zoning and Commission and Council will be scheduled at a later date. Budget 1989-90. Jim Jeffers, City Manager presented to the Council the proposed final draft of the 1989-90 Budget. The proposed increase on the tax rate was noted for discussion at a later meeting. Mayor E.V. Ridlehuber announced no Executive Session would be held. Adjournment. Motion was made by Councilmember Bobby James to adjourn. Notion was duly seconded by Councilmember John E. Kirchhoff and carried by a unanimous vote. There being no further business Mayor E.V.
