AGENDA MINUTES
November 18, 2019 * 8:30 a.m.
The Board of Directors for the Plainview Firemen's Relief&Retirement Fund will hold a meeting at
8:30 a.m.,November 18, 2019, at IHOP Restaurant, 701 N.1-27, Plainview, Texas, 79072.
Action may be taken on each agenda item.
This notice is posted pursuant to the Texas Open Meetings Act. [Tex. Gov't Code Ann. Sec. 551.001
et. seq.] The Board reserves the right to conduct a closed meeting on any agenda items in
accordance with Tex. Gov't Code Ann., Chapter 551, Subchapter D. This meeting is also being
conducted in accordance with the Americans with Disabilities Act [42 USC 12101 et. seq.].The
facility is wheelchair accessible and handicap parking is available. Requests for sign interpretive
services are available upon requests received at least 48 hours prior to the meeting.To make
arrangements for those services call 296-1139.

I.Approval of minutes from September 23, 2019 meeting.
Motion made to approve minutes by K.Whisenant second by S.Beversdorf all in favor.
2.Review of the Quarterly Investment and Rebalancing Report as presented by Morgan Stanley
Investment Advisor and Graystone Consulting Associate, Daniel Sullivan.
Motion made to accept quarterly investment and rebalancing report as presented by S.
Beversdorf second by K.Whisenant all in favor.
3.Consider proposal regarding investment allocations and manager structure by Morgan Stanley
Investment Advisor and Graystone Consulting Associate, Daniel Sullivan.
Motion made to accept investment allocation and manager structure as presented by M.
Frizzell second by S. Rowell all in favor.
4.Consider proposal from Retirement Horizons, Inc. to prepare a draft Funding Policy to comply with
Senate Bill 2224.
Motion made to accept Retirement Horizons,Inc. to prepare draft funding policy to
comply with Senate Bill 2224 by M. Frizzell second by K.Whisenant all in favor for a flat fee of
$1,000.00.
