MINUTES The Plainview City Council met in Regular Session, Tuesday, October 10, 1989, at 7:30 P.M., in the Council Chambers of City Hall with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, John E. Kirchhoff, Don Dickson, Bobby James, Barbara Dorman, Dwain Dodson and Ross Owen. Staff Present: James P. Jeffers, City Manager; Mike McDonough, Director of Municipal Services; Norman Huggins, Director of Finance; Bill Hogge, Director of Public Works; Rolando Vela, Administrative Assistant; Roy Osborne, Director of Public Safety; and City Secretary, Carla Reese. News Media Present: Richard Orr - Plainview Daily Herald and Fred Cardenas - KVOP/KATX. Bill Hogge, Director of Public Works delivered the invocation. Mayor E. V. Ridlehuber welcomed the guest. Water - Rates. Mayor E.V. Ridlehuber introduced Ordinance No. 89-2805. Introduction of an Ordinance. An Ordinance of the City Council of the City of Plainview, amending Section 24-44, Entitled "Water Rates, Billings" of the Code of the City of Plainview, Texas, and establishing an effective date. Jim Jeffers, City Manager noted the increase in water rates was being proposed to promote water conservation, and at the present selling water at $.70 per 1,000 gallons, for over 10,000 gallon usage, is less than the costs. The increase is proposed at $8.25 for the first 3,000 gallons of water, with $1.00 per 1,000 gallons for the next 10,000 gallons, and $.80 per 1,000 gallons above 10,000 gallons, therefore, the increase will not effect most consumers. Proposed effective date of the water rate increase would be late October or early November. Sign Code - Amendment. Mayor E.V. Ridlehuber introduced Ordinance No. 89-2806. An Ordinance of the City Council of the City of Plainview, amending Section 21-72, entitled "Amendments" to the Sign Code of the Code of the City of Plainview, Texas, for the purpose of defining various types of signs and signage and establishing regulations relating to the location of signage, directing publication of a descriptive caption of this Ordinance, with the penalty provisions of the Sign Code of the City and providing for an effective date of this Ordinance. Motion was made by Councilmember Don Dickson to adopt Ordinance No. 89-2806. Motion was duly seconded by Councilmember John Kirchhoff and carried by a unanimous vote. 1 of 3 O0 135 Mayor E.V. Ridlehuber introduced the following Consent Calendar. ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION ON THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN WHICH THEY ARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 4) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) Police - Criminal Justice Grant. Resolution No. R89-191. A Resolution of the City Council of the City of Plainview, Texas, authorizing the Chief of Police on behalf of the City of Plainview, to file a grant application for law enforcement assistance from the Criminal Justice Division of the Governor's Office of the State of Texas. e) Police - Forfeiture of Agreement. Resolution No. R88-113. A Resolution of the Mayor and City Council of the City of Plainview, Texas, authorizing the Director of Public Safety to enter into a Felony Forfeiture Agreement with the District Attorney's Office. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Alton Jackson and carried by a unanimous vote. Mayor E.V. Ridlehuber announced that the Executive Sessions on the Sanitary Landfill, Michael Smiley and Barnett v. City of Plainview would not be held, but the Executive Session on the City Manger annual evaluation would be held. Executive Session. Motion was made by Councilmember Ross Owen to adjourn into Executive Session. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote.' Mayor E.V. Ridlehuber reconvened the meeting Session at 8:45 P.M. with no action being taken. from Executive Adjourn. Motion was made by Councilmember Barbara Dorman to adjourn. Motion was duly seconded by Councilmember Alton Jackson and carried by a unanimous vote. There being no further business Mayor E.V.
