MINUTES
The Plainview City Council met in Regular Session on Tuesday,
November 14, 1989, in the Council Chamber of City Hall at 7:30 P.M.
with Mayor E.V. Ridlehuber presiding. The following Councilmembers
were present: Alton Jackson, John E. Kirchhoff, Don Dickson, Bobby
James, Barbara Dorman, Dwain Dodson and Ross Owen.
Staff Present: James P. Jeffers, City Manager; Mike McDonough,
Director of Municipal Services; Bill Hogge, Director of Public
Works; Jerry Austin, Assistant Police Chief; and Carla Reese, City
Secretary.
News Media Present: Richard Orr - Plainview Daily Herald.
Mayor E.V. Ridlehuber delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
Guest Present: Joe McKinnis and James Skains
Cable TV - Public Access - WBU. Mayor E.V. Ridlehuber introduced
Resolution No. R89-197. A Resolution of the City Council of the
City of Plainview, Texas, authorizing Teleservice Corporation of
America D/B/A Plainview Cable Television to enter into agreement
with Wayland Baptist University, Plainview, Texas, to provide local
accessibility by Wayland Baptist University, Plainview, Texas, to
the Cable Television System. Jim Jeffers, City Manager noted that
Wayland is in its fourth year of operation of the Public Access
Channel. Wayland, Cable TV and City staff have reviewed the
operations of the Public Access Channel and recommend its
continuance. Motion was made by Councilmember Ross Owen to adopt
Resolution No. R89-197. Motion was duly seconded by Councilmember
Alton Jackson and carried by a unanimous vote.
Comprehensive Master Plan. Mayor E.V. Ridlehuber introduced
Resolution No. R89-198. A Resolution of the City Council of the
City of Plainview, Texas, accepting and approving a revised
Comprehensive Master Plan for the City, to provide general
direction to City officials and staff regarding growth and
development of the City of Plainview. Mike McDonough, Director of
Municipal Service advised in 1986 the decision was made to update
the Master Plan, at which time outside consultation was hired. The
study has now been completed by Hunter and Associates and the final
report was submitted to the Planning and Zoning Commission. The
Planning and Zoning Commission has reviewed and recommends the
approval of the Master Plan. Motion was made by Councilmember
Barbara Dorman to adopt Resolution No. R89-198. Motion was duly

seconded by Councilmember Dwain Dodson and carried by a unanimous
vote.
Cable TV Communication Act of 1984. Mayor E.V. Ridlehuber
introduced Resolution No. R89-199. A Resolution of the City
Council of the City of Plainview, Texas, urging the Congress of the
United States to revise the Cable Communication Policy Act of 1984,
and expressing general concern about the need. for greater local
government regulatory authority. Jim Jeffers, City Manager
advised in 1984 the Cable TV Communications Act abolished the
regulation of Cable TV rates by local governments. National League
of Cities is supporting a move for all cities to urge Congress to
revise the Cable Communication Act of 1984 abOut the need for local
government regulatory authority. Jim Jeffers advised that Fred
Nichols of Teleservice Corporation had requested that this item be
tabled until the meeting of November 28th, when he could be
available for discussion. Motion was made by Councilmember John
Kirchhoff to table Resolution No. R89-199 until the meeting of
November 28, 1989. Motion was duly seconded by Councilmember Ross
Owen and carried by a unanimous vote.
Mayor E.V. Ridlehuber presented the following-Consent Calendar for
approval, noting that Item h) Hale County Central Appraisal
District that the City of Plainview cast its votes for Paul Johnson
and Jimmy Bublis to serve on the Board of Directors of the Hale
County Appraisal District and Item i) Board of Adjustment -
Appointment that Lee Roy Lightfoot is appointed as an alternate
member to the Board of Adjustment.

d) Fire Code - Underground Storage Tank. Ordinance No.
89-2808. An Ordinance of the City of Ptainview, Texas, regulating
and controlling the maintenance of premises~ to safeguard life,
health, property and public welfare by regulating the storage, use
and handling of dangerous and hazardous materials, substances and
processes, and by regulating the maintenance and removal of
underground storage tanks, providing the repeal of certain sections
of the Uniform Fire Code, 1988 Edition, as copyrighted in 1988, as
such applies to the abandonment and status of underground storage
tanks, providing a severability clause; directing the publication
of the descriptive caption of this Ordinance; and providing for an
effective date of this Ordinance.
e) Bid - Police Vehicles. Resolution No. R89-200. A
Resolution of the City Council of the City of Plainview, Texas,
awarding a bid for six (6) unmarked police package vehicles for the
Police Department.
Resolution No. R89-201. A Resolution of the City Council of the

City of Plainview, Texas, awarding a bid for five (5) marked police
package vehicles for the Police Department.
f) City Council. Resolution No. R89-202. A Resolution of the
City Council of the City of Plainview, Texas, cancelling the
November 23, 1989, City Council Meeting.
g) TMRS. Ordinance No. 89-2809. An Ordinance of the City
Council of the City of Plainview, Texas, authorizing and allowing
under the act governing the Texas Municipal Retirement System,
"Updated Service Credits" in said system for service performed by
qualifying members of such system who presently are in the
employment of the City of Plainview; providing for increased prior
and current service annuities for retirees and beneficiaries of
deceased retirees of the City; and establishing an effective date
for such actions.
h) Hale County Central Appraisal District. Resolution No.
R89-203. A Resolution of the City Council of the City of
Plainview, Texas, casting votes for candidates to serve on the Hale
County Central Appraisal District Board of Directors.
i) Board of Adjustment - Appointment. Resolution No. R89-204.
A Resolution of the City Council of the City of Plainview, Texas,
appointing an individual to serve on the City of Plainview, Board of
Adjustment Committee.
Motion was made by Councilmember Barbara Dorman to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Don Dickson and carried by a unanimous vote.
Adjournment. Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by COuncilmember Dwain Dodson
and carried by a unanimous vote. There being no further business
Mayor E.V. Ridlehuber adjourned the meeting at 7:50 P.M.
