CITY COUNCIL MEETING
NOVEMBER 30, 1989

11:30 A.M.
MINUTES
The Plainview City Council met on Thursday, November 30, 1989, at
11:30 A.M. at the Plainview Country Club with Mayor E.V. Ridlehuber
presiding. Councilmembers present were: Bobby James, Dwain
Dodson, Don Dickson, Alton Jackson, Ross Owen and John Kirchhoff.
Councilmember Barbara Dorman was absent.
Staff present: James P. Jeffers, City Manager
New Media Present: Richard Orr, Plainview Daily Herald
As per earlier discussions this "Fifth Thursday Meeting" was to
have an unstructured agenda and no action would be taken.
Risk Management. John Kirchhoff advised that he and other
Councilmembers had attended a Risk Management Seminar at TML in San
Antonio. Kirchhoff expressed an interest in securing a RFP and
estimates on a Risk Management analysis.
Zoning - Staff Recon~endations. The Council, at the request of
Dwain Dodson, reviewed a standing policy that staff not make
recommendations on zoning cases during the public portion of the
meeting. It was the consensus of the Council that said policy
should continue and that recommendations on zoning cases should be
made in the pre-session.
Agenda. The Council inquired as to the procedures utilized in
establishing the agenda. The City Manager advised that he
controlled establishing the agenda and most times would accept
without question CoUncil requests to place an item on the agenda.
Under normal circumstances an item is not placed on the agenda
until all background information has been developed.
Streets - 16th. Alton Jackson inquired as to the status of the
16th Street Project. The City Manager advised that the City was
still experiencing difficultly in acquiring permission from the
railroad to cross the tracks.
Streets - Quincy South. Ross Owen inquired as to a status report
on the Quincy Street Project. The City Manger advised that the
City had placed its portion of the project cost in escrow with the
State, and that the project was to commence in the spring or summer
of 1990.
Civil Service. Don Dickson inquired as to a status report on staff
recommendations on the upcoming Civil Service Election. The City
Manager advised that the report had been delayed due to the Barnett
litigation and hopefully staff attention can be directed towards
the project and be completed prior to the end of January, 1990.

Council Retreat. The Council per the request of Bobby James,
requested that there be a quarterly review of the goals and
objectives established at the Council Retreat.
Public Safety Consolidation. Ross Owen expressed concern that the
public was not getting the, "City's" side of the story on Public
Safety Consolidation. Owens concerns were based on comments that
he had received from the firefighters and the public and the
appearance that the firefighters are involved in issuing
misinformation on the actual status of the consolidation efforts.
Dwain Dodson requested that the Public Safety Consolidation concept
be put on a future work session agenda for review.
Attorney Fee - Recovery. Bobby James reviewed said policy, which
was adopted on October 14, 1986, and reaffirmed that no one was
seeking any changes in said policy.
Travel. Bobby James requested that the City Council review the
travel policies and specifically review whether or not the City
should participate in spouse expenses for elected officials on
specified trips. Don Dickson expressed opposition to changing the
policy on the basis that the public will look at such as a salary
increase for Councilmembers. It was the consensus of the Council
to place this topic on a future agenda for additional discussion.
Water - Seth Ward. The Mayor requested that a update on the Seth
Ward Water Project be provided.
There being no further business Mayor Ridlehuber adjourned the
meeting at 1:00 P.M.
