MINUTES The Plainview City Council met in Regular Session on Tuesday, December 12, 1989, in the Council Chamber of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, John E. Kirchhoff, Don Dickson, Bobby James, Barbara Dorman, Dwain Dodson and Ross Owen. Staff Present: James P. Jeffers, City Manager; Mike McDonough, Director of Municipal Services; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; David Blackburn, City Attorney; Roy Osborne, Director of Public Safety; Barbara Sullivan, Municipal Court Judge; and Carla Reese, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald and Fred Cardenas - KVOP/KATX. Guest Present: Joseph Ruiz, Phyliss Lee, June Carter, Michael Carter, O.H. Young, Bobbie Young, James Funderburk, Gwen Wesley, Mona Wood, Donald H. Edwards, Oscar Rodriquez, Freddie Benford, Fred Bradlin, Bobby Chandler, Mike Carroll, Del Essary, Toby Perales, Jim Lees, Eddie Henegar, John Hooten, Lesal McNutt, Carl Holland, Charles Pomykal, Benito Castillo, Feliz Rodriquez, Pat Fowler, Chris Valles, Nora Tipton, Ralph Bates, Betty Criswell, L.A. Royal, Jr., Rob Winkler, Bill Standefer, Richard Bothwell, Phillip Mosher and Don Criswell. Councilmember Ross Owen delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Mayor E.V. Ridlehuber presented Service Award to City employees completing five, ten, fifteen, twenty and twenty five years .of service with the City. Mayor E.V. Ridlehuber and Roy L. Osborne, Director of Public Safety presented certificates from the Texas Engineering Extension Service to the persons completing the course "Role of the Supervisor." Subdivision Regulations - Building Permit Variance - Plainview Housing Limited. Mayor E.V. Ridlehuber presented Resolution No. R89-206. A Resolution of the City Council of the City of Plainview, Texas, granting a variance from the Subdivision Ordinance by allowing the issuance of a building permit for the construction of an Apartment complex on the West side of Mesa Drive, South of 13th Street, prior to the completion of the platting process. Mayor Ridlehuber noted that a letter has been 1 of 3 ©0 received from Richard Carruth and Jerry Wofford asking for withdrawal of their request for the issuance of a building permit. Motion was made by Councilmember Don Dickson to accept the withdrawal of the request for the building permit issuance. Motion was duly seconded by Councilmember Barbara Dorman and passed by a unanimous vote. Housing. Mayor E.V. Ridlehuber presented Resolution No. R89-210. A Resolution of the City Council of the City of Plainview, Texas, authorizing participation in a feasibility study for a MAI community assessment and report. Mayor Ridlehuber noted that complete information was not available and Resolution No. R89-210 should be tabled until the meeting of December 21, 1989. Motion was made by Councilmember Don Dickson to table Resolution No. R89-210 until the meeting of December 21, 1989. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Zone Case 558 - Specific Use Permit - Public Hearing. Mayor E.V. Ridlehuber introduced Ordinance No. 89-2811 entitled "An Ordinance amending Zoning Ordinance No. 89-2798 and the official Zoning Map of the City of Plainview so as to make the following changes: request of J.C. Funderburk for a Specific Use Permit - Club serving alcoholic beverages in a C-3 (Commercial General Business) Zoning District, for commercial uses and located at 1301 S. 1-27. Mike McDonough, Director of Municipal Services noted this is the second required public hearing on Zone Case No. 558. Motion was made by Councilmember Barbara Dorman to open the Public Hearing. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. Those speaking in favor of Zone Case 558 - Specific Use Permit were, J.C. Funderburk and Gwen Wesley. Those speaking in opposition of Zone Case 558 - Specific Use Permit were, Joe Ruiz, Betty Criswell, Ralph Bates, L.A. Royal, Jr., Rob Winkler, Phyliss Lee, Bill Standefer, Donald Edwards, Richard Bothwell, Phillip Mosher and Don Criswell. Motion was made by Councilmember Barbara Dorman to close the public hearing. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Mayor E. V.Ridlehuber presented the following Consent Calendar for approval. d) Plat - Preliminary - Ferrellwood Subdivision. Resolution No. R89-211. A Resolution of the City Council of the City of Plainview, Texas, approving the preliminary plat of Ferrellwood Subdivision of Lot 2, Block 6, East College Height Addition to the City of Plainview, Texas. e) Bid - Telephone Automatic Caller. Resolution No. R89-212. A Resolution of the City Council of the City of Plainview, Texas, awarding a bid for an automated calling system for the City of Plainview. 2of 3 ©0 158 Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. Adjournment. Motion was made by Counci]member Ross Owen to adjourn. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. There being no further business Mayor E.V. Ridlehuber adjourned the meeting at 9:52 P.M.
