Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda. VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3; Teressa King -District 4,
Susan Blackerby-District 5 and Evan Weiss -District 6.
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
