©0 CITY OF PLAINVIEW CITY COUNCIL MEETING FEBRUARY 27, 1990 PRE-SESSION 6:30 P.M. COUNCIL CHAMBERS 7:30 P.M. MINUTES The Plainview City Council met in Regular Session on Tuesday, February 27, 1990 in the Council Chambers of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, John E. Kirchhoff, Don Dickson, Bobby James, Barbara Dorman, Dwain DodSon and Ross Owen. Staff Present: James P. Jeffers, City Manager; Bill Hogge, Director of Public Works; Mike McDonough, Director of Municipal Services; Norman Huggins, Director of Finance; David Blackburn, City Attorney; Rolando Vela, Administrative Assistant; Roy L. Osborne, Director Public Safety; Barbara Sullivan, Municipal Court Judge; and Carla Reese, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald Guest Present: Bill Cartwright and Gene Hembree Mayor E.V. Ridlehuber delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Public Hearing - Zone Case 560. Mayor E.V. Ridlehuber introduced Ordinance No. 90-2819. An Ordinance amending Zoning Ordinance No. 89-2798 of the official Zoning Map of the City of Plainview so as to make the following changes: Request of Bill Cartwright for rezoning Lots 9, 10 and 11, Block 66, College Hill Addition from R-1 (Single-Family Residential) Zoning District to a C3 (Commercial General Business) Zoning District for commercial uses and located at 400-406 Wayland Street. Land Use Map Amendment - Zone Case 560. Mayor E.V. Ridlehuber introduced Resolution No. R90-112. A Resolution of the City of Plainview, Texas, accepting and approving the recommendation of the Planning and Zoning Commission to amend the Land Use Plan and Map of the City of the Plainview. Mike McDonough, Director of Municipal Services reviewed the request of Zone Case 560. McDonough noted that the Planning and Zoning Commission has reviewed and recommends Zone Case 560, and the following recommendations for amendments to the Land Use Plan and Map of the Comprehensive Master Plan in conjunction with Zone Case 560: existing use is in a rundown condition; area has experienced historic deterioration and adjacent property is commercial, and property cannot lend itself to future residential development. Motion was made by Councilmember Don Dickson to call a public hearing. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. Speaking in favor of Zone Case 560 was Bill Cartwright who reviewed his anticipated uses for the property located at 400-406 Wayland Street. There were no persons 1 of 2 speaking in opposition of Zone Case 560. Motion was made by Councilmember Barbara Dorman to close the public hearing. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval noting that item g) Board, Co~missions and Committee Appointments that Gene Hembree and Michael G. Carter were appointed to the Planning and Zoning Commission; K.C. Willis, Jr. was appointed to the Human Relations Commission; and Kyle Shipley was appointed to the Board of Electrical Examiners. 4) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures d) EMS - Franchise - Plainview Ambulance Service. Ordinance No. 90-2820. An Ordinance amending Ordinance No. 88-2750 granting a franchise to Plainview Ambulance Service; allowing an adjustment in the scheduled rates charged. e) Municipal Court - Reappointing Judge and Teen Court Coordinator. Resolution No. R90-111. A Resolution of the City of Plainview, Texas, reappointing Barbara L. Sullivan as Municipal Court Judge for the City of Plainview and Teen Court Coordinator. f) Goals and Timetables. Resolution No. R90-113. A Resolution of the City of Plainview, Texas, establishing goals and timetables for the City of Plainview. g) Board, Commissions and Committee Appointments. Resolution No. R90-114. A Resolution of the City of Plainview, Texas, appointing individuals to serve on the various Boards, Commissions and Committees of the City of Plainview, Texas. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. Adjournment.
