CITY OF PLAINVIEW
CITY COUNCIL MEETING
APRIL 10, 1990
PRE-SESSION 6:30 P.M.
COUNCIL CHAMBERS
7:30 P.M.
MINUTES
The Plainview City Council met in Regular Session on Tuesday,
April 10, 1990 in the Council Chambers of City Hall at 7:30 P.M.
with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Bobby James, Don
Dickson, Barbara Dorman, ~wain Dodson and Ross Owen.
Councilmember John E. Kirchhoff was absent.
Staff Present: Bill Hogge, Director of Public Works; Mike
McDonough, Director of Municipal Services; David Blackburn, City
Attorney; Roy L. Osborne, Director of Public Safety; and Carla
Reese, City Secretary.

Guest Present: Fred Bechtold, Kent Bechtold, Jeremy Bechtold, Dax
James, Luke Pruett, Joe Walker, Charles Hastings, and Mary
Virginia Kirchhoff
Councilmember Ross Owen delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
Parks - Beautification. Mayor E.V. Ridlehuber introduced
Resolution No. R90-125. A Resolution of the City Council of the
City of Plainview, Texas, recognizing a desire and need to
beautify the City Parks and authorizing the Mayor to execute an
agreement with Tommy Lewis Industries, Inc., to provide services
for the clean-up of the parks within the City of Plainview, Texas.
Mike McDonough, Director of Municipal Services reviewed the
proposal noting that the Contract is set up to begin on April 16th
and end on November 2nd, with trash being picked up on Mondays and
Fridays in four of the City Parks. The costs for providing these
services is set at approximately $5,165, which is an approximate
savings of $6,000 to the City. Joe Walker with Tommy Lewis
Industries explained the function and purpose of Tommy Lewis
Industries. Charles Hastings with Texas Industry for the Blind
and Handicapped presented a packet of information on the State Use
Program, the legislation that governs this program, and how they
work with Tommy Lewis Industries, the City and other entities.
Motion was made by Councilmember Dwain Dodson to adopt Resolution
No. R90-125. Motion was duly seconded by Councilmember Don
Dickson and carried by a unanimous vote.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval.

d) Highway - Safety Lighting Agreement. Resolution No.
R90-126. A Resolution of the City of Plainview, Texas,
authorizing the Mayor to execute an agreement for construction,
maintenance and operation of safety lighting systems from Loop 445
South of Plainview to L6op 445 North of Plainview on Interstate
27.
e) Police - Interlocal Agreement. Resolution No. R90-128. A
Resolution of the City of Plainview, Texas, authorizing the City
administration to negotiate an 'Interlocal Agreement providing
cooperative law enforcement services in Hale County and
authorizing the City Manager to execute such.
f) Health Department - Staggered Permitting. Ordinance No.
90-2825. An Ordinance of the City of Plainview, Texas amending
Section 11-37, Article III, Chapter 11 of the Plainview City Code
allowing the staggered permitting of food service establishments,
retail food store establishments, and providing for an effective
date, providing for conflicts, and providing a severability clause.
g) Bids - U.L.V. Mosquito Sprayer. Resolution No. R90-129. A
Resolution of the City of Plainview, Texas, awarding the bid on a
U.L.V. Mosquito Sprayer.
Motion was made by Councilmember Barbara Dorman to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Dwain Dodson and carried by a unanimous vote.
Adjournment. Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by Councilmember Alton Jackson
and carried by a unanimous vote. There being no further business
Mayor E.V. Ridlehuber adjourned the meeting at 7:50 P.M.
