CITY COUNCIL MEETING
APRIL 24, 1990

MINUTES
The Plainview City Council met in Regular Session on Tuesday,
April 24, 1990 in the Council Chambers of City Hall at 7:30 P.M.
with Mayor E.V. Ridlehuber presiding. The following
Councilmembers were present: Alton Jackson, Bobby James, Barbara
Dorman, Dwain Dodson. Councilmembers John E. Kirchhoff, Don
Dickson and Ross Owen were absent.
Staff Present: James P. Jeffers, City Manager; Bill Hogge,
Director of Public Works; Mike McDonough, Director of Municipal
Services; Norman Huggins, Director of Finance; Rolando Vela,
Administrative Assistant; David Blackburn, City Attorney; Roy L.
Osborne, Director of Public Safety; and Carla Reese, City
Secretary.
News Media Present: Richard Orr - Plainview Daily Herald and
Roxanne Lockridge - KVOP/KATX.
Guest Present: Albert Perez, Bill Cartwright and Medlin
Carpenter.

Director of Municipal Services delivered the
Public Hearing - Zone Case No. 563 - Specific Use Permit - Vicente
Montoya. Ordinance No. 90-2826. An Ordinance amending Zoning
Ordinance No. 89-2798 and the official zoning map of the City of
Plainview so as to make the following changes: request of Vicente
Montoya for a Specific Use Permit on Lots 5 and 6, Block 2, City
Addition for the purpose of operating a Flea Market in a C2
(Retail District) Zoning District and located at 812 West 5th
Street. Mike McDonough, Director of Municipal Services reviewed
the request for the Specific Use Permit of Vicente Montoya, noting
that the Planning and Zoning Commission recommended the Specific
Use Permit to the Council with the following exception, that the
flea market would not begin on Sunday until 12:00 P.M., due to the
location of a nearby Church. Motion was made by Councilmember
Dwain Dodson to open the public hearing. Motion-.was duly seconded
by Councilmember Bobby James and carried by a unanimous vote.
Speaking in favor of the Specific Use Permit was Vicente Montoya.
There were no persons speaking in opposition. Motion was made by
Councilmember Dwain Dodson to close the public hearing. Motion
was duly seconded by Councilmember Alton Jackson and carried by a
unanimous vote.
Civil Service. Resolution No. R90-133. A Resolution of the City
of Plainview, establishing the position of the City on the
upcoming Civil Service Election. Joe Ferguson, Fire Chief

commended the Fire Department for the efficiency of the
department, but advised that he did not feel that Civil Service
would be the answer to their problems. Statements from Don
Dickson and Ross Owen were read aloud in their absence, which
stated their opposition against Civil Service. Alton Jackson,
Dwain Dodson, Mayor Ridlehuber, Barbara Dorman, Bobby James and
Lloyd Woods stated their opposition against Civil Service. Albert
Perez represented the Fire Department and presented their
positive views of Civil Service. Mayor E.V. Ridlehuber read
aloud the entirety of Resolution No. R90-133. Motion was made by
Councilmember Barbara Dorman to adopt Resolution No. R90-133.
Motion was duly seconded by Councilmember Dwain Dodson and carried
by a unanimous vote.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval.
a) Minutes
b) Department Reports
c) Budget Expenditures
d) SPAR. Resolution No. R90-131. A Resolution of the City of
Plainview, Texas, appointing Mayor E.V. Ridlehuber to serve as the
City's representative to the South Plains Association of
Governments Board of Directors.
e) Preliminar~ Plat - Gardenville Subdivision. Resolution No.
R90-134. A Resolution of the City of Plainview, Texas approving
the preliminary plat of the Gardenville Subdivision, Unit No. 3,
Plainview, Hale County,-Texas.
f) Sanitation - Recycling - Pick-Up Plainview. Resolution
No. R90-130. A Resolution of the City of Plainview, Texas, and in
conjunction with Pick-Up Plainview, encouraging the citizens of
Plainview to assist in recycling and consider purchasing products
made of recyclable materials.
Motion was made by Councilmember Alton Jackson to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Dwain Dodson and carried by a unanimous vote.
Executive Session. Motion was made by Councilmember Barbara
Dorman to adjourn into Executive Session. Motion was duly
seconded by Councilmember Alton Jackson and carried by a unanimous
vote. Council reconvened from Executive Session at 8:40 P.M.
Adjournment. Motion was made by Councilmember Barbara Dorman to
adjourn. Motion was duly seconded by Councilmember Dwain Dodson
and carried by a unanimous vote. There being no further business
Mayor E.V. Ridlehuber adjourned the meeting at 8:45 P.M.
